Description
NOTE: All responses to this IFB shall be mailed to Western AreaPower Administration, P.O. Box 3700, Loveland CO, 80539-3003. Physical address for hand carried bids: Western Area Power Administration, 5555 East Crossroads Boulevard, Loveland CO 80538. Western Area Power Administration, Rocky Mountain Region, has a requirement for a contractor to furnish all supervision, labor, materials, equipment, tools, transportation, and any other resources necessary to complete this project. The work includes but is not limited to DEMOLITION of fencing, a portion of cable trench foundations, steel structures, old control house (including basement); saw cut opening in foundation wall of service building; remove one span with three 1,272 KCM ACSR conductors and one -inch diameter steel overhead ground wire from the Cheyenne-Snowy Range 230-kV Transmission Line; remove one span with three 4/0 AWG, copper conductors and two 3/8-inch diameter steel overhead ground wire from the Cheyenne-Hilltop 115-kV Transmission Line; remove buried fiber optic cable. SITEWORK Remove, temporarily store, and reuse gravel surfacing; refill and compact areas where concrete foundations were removed; furnish and install gravel surfacing; clearing; stripping; excavate, remove and dispose of materials; place and compact embankment for substation and access roads; furnish and install concrete trench drains, corrugated metal pipe drains; riprap and gravel fill, geotextile fabric, chain link fence, gravel surfacing for new substation and access roads, erosion control blankets; seeding; apply herbicide on gravel surface areas; provide oil containment. CONCRETE Furnish and install foundations for substation structures, electrical equipment and materials; furnish and install cable trench, vehicular crossing, concrete aprons and bollards; construct concrete cable entry. SUBSTATION ELECTRICAL Install government-furnished power transformers and power circuit breakers, electrical equipment including but not limited to disconnecting panelboards, dry-type transformer, automatic source transfer switchgear, current limiting reactor, high voltage bus, grounding system, conduit, insulated cables, fiber optic cables, safety switches, outdoor lighting and station service transformer. TRANSMISSION LINES Furnish and install approach spans for the Cheyenne-Snowy Range 230-kV transmission line, including three steel H-frame structures; furnish and install the 115-kV Transformer Tie Circuit, including one 115-kV steel H-frame structure and one 115-kV steel 3-pole structure; install approach span for the Ault-Cheyenne 230-kV Transmission Line with Government-furnished materials; furnish and install one approach span for the Cheyenne-Hilltop 115-kV Transmission Line on existing structures. The work is located at the Western Area Power Administration Cheyenne Substation in Cheyenne, Wyoming. The estimated magnitude of the project is between $1 Million and $5 Million. The NAICS code for the project is 237130 and the size standard is $33.5 Million. The solicitation will be issued unrestricted (full and open competition) at this site on or about March 25, 2009. The specifications and drawings will be issued in hard copy only by request.
