SA7065-09-R-0005 THIS IS NOT A SOLICITATION ANNOUNCEMENT; THIS IS A POTENTIAL SOURCES SOUGHT SYNOPSIS: The purpose of this notice is to conduct market research to determine the availability and adequacy of potential sources, especially small and socio-economically disadvantaged business concerns to support acquisition of the below described requirements subsequent to a competitive Request for Proposal. The Document Automation and Publishing Service, Defense Logistics Agency, (hereinafter referred to as “DAPS”) is seeking sources to provide Copier/Multi-Functional Flat Rate Lease and Support services in any of three regions: Northwest (Washington, Oregon, Idaho and Montana); Rocky Mountain (Colorado, Utah and Wyoming) and Midwest (Nebraska, South Dakota, and North Dakota). The successful contractor shall provide all leased copiers/multi-functional devices, maintenance, repair, training and logistical support at all DAPS customer facilities located within the Region for which they are competitively contracted. REQUIREMENT: Offerors must have a positive, proven track record in the industry and reputation for providing technically proficient and timely performance of the tasks called out in the Performance Work Statement, including, but not limited to: ease, installation and removal; maintenance; training of operators; replenishment of consumable supplies; and relocation of approximately 1,500 variously configured networked and non-networked copiers and multifunctional devices on facilities in the designated areas. It will further provide for possible growth of the total requirement from zero to fifty-percent. The Government will not take ownership of the machines provided at any time. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by DAPS. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their interest, capability (personnel, facilities, equipment, business size classification and materials) and ability to meet all requirements stated above. Firms responding to this notice must identify their company’s capabilities to perform the requirements described herein, reference the number and indicate whether or not that they are a small business concern as defined in FAR 52.219-1. The NAICS codes for this effort are 532420 & 811212. The Small Business size standard is annual receipts of $25-million or less. The information received as a result of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by DAPS not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of DAPS. DAPS does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price (FFP) contract will be awarded in April 2010 or possibly sooner.
