- PRE-SOLICITATION NOTICE FOR UPGRADE ELECTRICAL DISTRIBUTION PROJECT, PHASE 2 at the Oscar G. Johnson VA Medical Center, Iron Mountain, MI. Contractor shall provide for and furnish all labor, superintendence, materials, tools, equipment, transportation, licenses, certificates, insurance, temporary protection, and other items designated under the provisions of this contract necessary for the construction of the Upgrade Electrical Distribution and Generator Phase 2 project number 585-08-105 at the Oscar G. Johnson Medical Center, Iron Mountain, MI. The project work includes civil, architectural, structural, mechanical, electrical, and other aspects of construction. Work includes the demolition of the existing 4,160 volt electrical distribution system and associated switchgear including Building 12, 750 KW generator set Building 9 and all associated switchgear, structure and wiring, 230KW critical generator set in Building 11 with all associated switchgear, structure, conduit, and wiring.The new construction will consist of a new 13.8 KV electrical distribution system, two (2) 1500 KVA 13.8KV generator sets and associated switchgear to provide normal and emergency power to all buildings located on the campus of the VA Medical Center. New Construction of approximately 2,702 square foot of a new generator/switchgear building addition to the existing Boiler House Building #2 and a new approximately 2,306 square foot building to replace the existing 230 KW Generator Building #11 to house new 13.8 KV emergency distribution switchgear. Demolition includes the removal of all finishes, windows, doors, walls, ceilings, concrete, roofing material, equipment, specialties, plumbing, mechanical, and electrical items as outlined in the contract specifications and as shown on the contract drawings. Included is the excavation of site materials in preparation for construction of the sub-mechanical areas. Renovation and new construction shall consist of all new concrete floors, walls, doors, windows, finishes, specialties, architectural interior treatments, mechanical, plumbing, electrical, fire alarm, security, and other items in working condition and complete as outlined in the contract specifications and as shown on the contract drawings. This construction project is set-aside for Veteran-Owned Small Business (VOSBs). All prospective contractors must be registered on the VetBiz website, www.vetbiz.gov, to be considered for award. The solicitation and specifications will be posted on Fedbizops, however the drawings are only available on CD upon written request to the issuing office. There will be pre-construction conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation packages. The solicitation will be issued on/about March 12, 2009 with the bid opening on/about April 17, 2009. The bidder is responsible to monitor and download any amendments from Fedbizops which may be issued to this solicitation. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006. Pursuant to 38 USC 8127(d), competition is restricted to VOSB construction firms. The project magnitude range is between $5,000,000 - $10,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238210; size standard $14.0 Million applies. Time for completion is 547 days after Notice to Proceed. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, VAAR 802.101, VetBiz Registration, prospective firms must be registered in Central Contractor Registration (CCR) and in the VetBiz databases prior to award.
