- The Bureau of Indian Affairs, for the Indian Highway Safety Program(IHSP), is soliciting bids for the purchase of four (4) each Breath Alcohol Testing (BAT) Specialty Vehicles. The IHSP is administered through the US Department of Interior, Bureau of Indian Affairs, and serves as the focal point for motor vehicle crash safety in Indian Country. These units will be used to enhance the goals and mission of the Indian Highway Safety Programs coalition on removing drinking and driving offenders from roadways and allow the Tribes to more effectively combat the drunk drivers on their reservations and save lives. The apparatus and equipment to be furnished must be the product of an established reputable Specialty Vehicle Manufacturer. The proposals must contain all information concerning all necessary labor, equipment and material for the Specialty Vehicle, and other equipment outlined in the specifications. Full and open competition is being sought from vendors who have established a reputation in the field of specialty vehicle construction and have been in business for a minimum of 10 years. Offerors will be required to provide a list of five (5) sale references of specialty vehicles of the same size and type that they have delivered in the past 24 months. These references shall utilize the same construction materials and methods set forth in the bid specifications. The information furnished shall include the company history of any work that is done by an outside source. Safety in terms of design and manufacture of this specialty apparatus will be an important consideration in the final selection of the vehicle purchased. The apparatus delivered shall comply with all U.S. Federal Motor Vehicle Safety Standards (FMVSS), state regulations and requirements at the time of delivery. The Offerors will make accurate statements as to size, weight and dimensions of the apparatus and any manufacturers specifications. All measurements shall be in English Units. Certified Engineering performance information and thickness of materials used will be furnished in the bidder specifications. Omissions and variations may result in immediate rejection of the bid. GVWR 33,000 lbs (approximately) 4. Frame 7/16 x 3-9/16 x 11-1/8 steel frame 5. Engine CUM ISC-330 330 H.P. @ 2000 RPM 1,000 lb/ft. @ 1400 RPM Diesel fuel The Request for Proposal that will be issued will contain more specific specifications for the construction of the apparatus. Source Selection procedures will be used, and award may be made to the offeror whose proposal is the most advantageous and offers the best value to the government, price and other factors considered.
