Description
This is a combined synopsis/solicitation for commercial services for Captioning and Media Transcription Services for the National Park Service(NPS), in accordance with the statement of work. NPS contemplates awarding a contract with a base year plus 4 one-year option periods. All inquires must contact Mary Ray, 303/987-6719 or Cell: 828/243-0946, email: mary_ray@nps.gov. Evaluation Criteria: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Capability - The proposal must demonstrate a complete understanding of the requirement and clear awareness of the contract objectives. Proposal must demonstrate that the offeror is highly knowledgeable on the technical subject matter well enough to anticipate and avoid problems and to react appropriately when problems do arise. Most captioning tasks will be Real-time. Explain the equipment configuration for remote modem captioning and discuss the techniques and processes used to identify and mitigate typical technical problems during live captioned events. (ii) Personnel Qualifications - Offeror must demonstrate that she/he will allocate staff resources to this contract that have the necessary competency and experience in the skills required to execute the requirements of this contract. Overall company resume should reflect the qualifications and length and variety of experience in similar tasks. If sub-contractors are proposed, information must be provided to support the qualifications of the sub-contractor.(iii) Past Performance - Offeror must provide at least 3 References for Past Performance on similar service to include project number, contact name and phone number.(iv) Price Technical capabilities, personnel qualifications and past performance are significantly more important than price and are listed in the order of priority. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (d) Offerors must submit Representations and Certifications. If offerors have not done so already, they can register at the Online Representations and Certifications Application (ORCA) website https://orca.bpn.gov/. STATEMENT OF WORK Captioning and Media Transcription Services Background The National Park Service (NPS) satellite network plays a pivotal role in delivering mission critical training to National Park Service units across the country. Technology Enhanced Learning (TEL) is an interactive satellite based training network that allows participants to see and hear the presenter and for the presenter to hear participants through the use of push-to-talk microphones. A typical training scenario would be for the instructor to deliver a small chunk of content, usually 2 to 3 hours, from a television studio, which is sent to a satellite uplink and down to 238 downlinks across five time zones. The network can reach 93 percent of Park Service employees. In an average year about 100 hours of training are delivered in this manner. About 95% of the captioning need is in delivering Realtime captioning for these type programs. TEL - Technology Enhanced Learning - The NPS Distance Learning Center - headquartered at the Stephen T Mather Training Center, 51 Mather Place, PO Box 77, Harpers Ferry, WV 25425. For more information on TEL, visit the TEL web site: www.nps.gov/training/tel The Fish and Wildlife Services National Conservation Training Center located in Shepherdstown, WV, is the location of studio facilities and the satellite uplink used by the NPS. Even though there are multiple studio locations the NPS uses, all programming goes throw this facility to the satellite uplink. All Realtime captioning will be inserted using the Encoder at this location regardless of which studio is used. General Contract Requirements 1.The contractor shall provide captioning and transcription services to the National Park Service (NPS) as detailed in this scope of work.2.Most all work assignments will involve Realtime Captioning using a modem. Though the possibility of location captioning exists, this would not be the norm.3.Perform specific work and services for TEL as detailed in the deliverables.4.Any and all occasional services under this contract which may involve Saturday, Sunday, or holiday work shall be at the established standard rates per CLIN. Such a situation would be extremely rare.5.The contractor shall be given access to the government telephone system to conduct work performance related communications. 6.For location captioning the behavior and conduct of the contractor shall be consistent with established NPS and DOI workplace conduct and Equal Employment Opportunity standards to ensure all work and service activities are executed with a high degree of professionalism and inter-personal decorum. 7.For location captioning the contractor shall conduct all work activities in a safe manner. If the contractor feels that any service or activity being asked for by NPS employees, other crew members, or other NPS staff would constitute a risk, or the need for some form of personal protective equipment (PPE), the contractor shall not proceed with that activity without first advising the COR and resolving the safety issue.8.Contractors who are required to use government computer equipment in conjunction with completing job performance tasks as detailed herein shall adhere to all NPS and DOI computer security and computer access policies. Upon award of this contract those policies, regulations, and requirements will be provided to the contractor by the COR.9.The content of some media productions is proprietary in nature. The contractor shall execute discretion and confidentiality regarding any and all program content of NPS and DOI media projects and shall not discuss, or share, any program content information with any and all; individuals, corporations, businesses, or organizations; with the electronic, web-based, and print media; or with any foreign governments or their representatives.10.Any requests to the contractor from any source for information on NPS media projects or broadcast event program content shall be directed to the COR.11.Unless specifically detailed in the Statement of Work of this contract, the contractor shall not sub-contract for labor, work, or other services as detailed in this contract. 12.The contractor shall complete all work in a highly professional manner consistent with the work environments of the commercial film, television, broadcast, and media production industries.13.All work under this contract shall be scheduled with the COR or his alternate COR.14.Cancellation of any pre-booked work under this contract shall be at the discretion of the government and shall occur at no cost to the government.15.The contractor may submit invoices on a monthly basis to the CO. The contractor shall coordinate with the COR regarding any and all on-going and routine technical issues associated with performing work under this contract and/or to clarify any job performance requirements and work roles. Contractural issues are resolved by communicating with the Contracting Officer(CO) for resolution. Specific Work Performance Requirements 1.The contractor shall provide open and closed captioning of broadcast events either on-site or at the contractor's place of business via phone modem connectivity.2.For work at the Fish and Wildlife Services NCTC facility, and for broadcast events captioned via modem connection, the contractor shall utilize the closed captioning encoder located in the NCTC television engineering area.3.The contractor shall work in a close and cooperative manner with all NPS producers, directors and project coordinators to verify the correct spelling of names and terminology and to verify acronyms used in NPS productions. 4.For live events the contractor shall review video production scripts, Participant Guides, slides, and broadcast run sheets prior to production to ensure that names, terms and acronyms are spelled correctly.5.The contractor shall participate in any pre-production meetings as may be required to assist with the accuracy of captioning work.6.For off-line work the contractor shall work in a close and cooperative manner with TEL media production and engineering staff to complete open and closed captioning services.7.Upon completion of live broadcast events, the contractor shall provide the NPS with a Microsoft Office Word file of the program captioning transcript via e-mail within three (3) working days from the broadcast air date. 8.Off-line services provided by the contractor shall include roll-on or pop-up captioning with transcription, subtitling, caption encoding using government provided videotape stock, and video transcription services using NPS videotaped materials with or without timecode signal.9.The contractor shall coordinate production needs via the COR. 10.When notification for future broadcast and production events is sent to the contractor via e-mail, the contractor shall respond to the NPS requestor by phone or e-mail within twenty four (24) hours to verify that captioning services have been scheduled by the contractor on the dates requested.
