Description
This is a Sources Sought Synopsis for market research and will be used for information and planning purposes only. No proposals are being requested or accepted with this synopsis. This is NOT a solicitation for proposals and no contract shall be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community pertaining to the draft performance work schedule (PWS) presented, below. DRAFT PWS for Enterprise Resource Planning (ERP) utilizing SAP expertise to support the Joint Munitions & Lethality Life Cycle Management Command (JM&L LCMC) modernization and transformation efforts of Logistics Modernization Program (LMP) and other modernized systems identified by AMC. 1.0 OBJECTIVE: 1.1 This Performance Work Schedule (PWS) represents the support services to JM&L LCMC for modernizing their Government logistics legacy systems with an Enterprise Resource Planning (ERP) commercial off the shelf (COTS) packages as directed by Army Material Command (AMC). This PWS details the support required for the integration and re-engineering of ammunition business processes; cleansing, management and migration legacy systems data into the Logistics Modernization System (LMP) and other modernized systems as directed by AMC. Perform support services for identifying and validating all transformation activities being conducted IAW Program Manager (PM) LMP at U.S. Army, Army Materiel Command (AMC) direction. 2.0 OVERVIEW OF TASK: 2.1 The Government will approve all changes and will prioritize the workload. The contractor shall support the JM&L LCMC by providing specialized SAP expertise and specialized ammunition business process and legacy system skills for reviewing/assisting in transforming JM&L LCMC current business processes/practices into ERP initiatives to include any/all task orders. Additionally, the contractor will provide documentation, engineering and technical services as required. 3.0 DETAILED DESCRIPTION OF WORK: 3.1 The contractor will: 3.1.1 General ERP Requirements: o Provide guidance pertaining to specific ERP products and logistics applications and associated interface technologies. o Provide guidance of ERP/SAP systems integration. o Provide insight and advice to senior managers and executives, concerning the strategic direction and applicability of enterprise based products for integrating best business practices. o Provide functional experience in Supply Chain Planning (SCP) and Supply Chain Management (SCM) and reach back capability to provide experienced expertise in SAP Budget & Finance, Inventory Management (IM), Warehouse Management (WM)& Extended Warehouse Management (EWM), Sales & Distribution (SD), Production Planning (PP), Project Systems (PS), Material Management (MM), Product Lifecycle Management (PLM), Advanced Planner & Optimizer (APO), Long Term Planning (LTP), Quality Management (QM), Transportation Management (TM), Auto-ID Infrastructure (AII), Manufacturing Integration and Intelligence (MII), Supply Network Collaboration (SNC) and other ERP related modules as required. o Provide experience performing requirements analysis and performance assessments for a DOD agency running SAP. o Certified by SAP as a services provider. o Participate in assessments and reviews to validate the approach and associated work products, such as ERP implementations. 3.1.2 Specific ERP Requirements: o Provide ERP specific best business practice guidance and advice for the re-engineering and integration of ammunition business processes into LMP utilizing capabilities within SAP, SCP and SCM. o Perform strategic national and tactical logistics assessments for ammunition planning, to include design recommendations for various levels of logistics support utilizing LMP and other ERP products as directed by AMC. o Have reach back capability in specialized SAP areas as indentified in paragraph 3.1.1. o Support all testing and participate in logistics related Integrated Product Teams (IPTs). 3.1.3 Support Data Management: o Data Migration o Architecture Review o Requirements, Mapping and Design o Develop Migration Plan o Support Migration tools o Data Readiness o Legacy clean-up routines o Participate with JM&L LCMC in developing the Readiness Plan o Reconciliation programs o Error reports o Out of balance condition reports o Data Testing o Data Accuracy/Quality o JM&L LCMC Readiness Review o Participate in developing the Roles/Responsibilities o Functional Education o Educate Data Quality Teams o Best practices and knowledge transfer o Lessons Learned o Develop data baseline o Support data management tools o Support JM&L LCMC and installations RICE objects 3.1.4 Facilitate Knowledge Transfer: o Develop, document, and facilitate educational and knowledge transfer of SAP and LMP to senior managers and users within JM&L LCMC. o Provide support in education and training on LMP functionality. 3.1.5 Support Reports, Interfaces, Conversions, and Extensions (RICE) Object incorporation Into the Solution: o Identify RICE data calls to JM&L LCMC o Document RICE objects for JM&L LCMC o Identify RICE objects o Support the program for functional specifications per RICE objects o Perform initial assessment and recommend RICE for deletion, subsume or remain as an interface o Support legacy shutdown planning o Data achieving o Post deployment strategy o Support Other Services RICE to the JM&L LCMC 3.1.6 Support Solution Demonstration Lab (SDLs), Business Design Workshops (BDWs), Critical Business Process Test (CBPT), other testing as identified by the Government and support education and training: o Provide knowledge and expertise in the JM&L LCMC business areas of LMP as identified in paragraph 3.1.1. 3.2 The contractor will work hand-in-hand with the JMC Enterprise Integration (EI) Office, JM&L LCMC SMEs and other personnel in re-engineering of ammunition enterprise business processes into the modernized solution. These processes will incorporate the mandatory data elements from our current legacy systems, RICE-Technical Objects. The Government will determine which legacy system is the best source to migrate from, with recommendations from the contractor. 3.3 The contractor will work with the designated System Integrator (SI) to ensure the ERP solution contains the following functionality and characteristics for ammunition business processes: "Real-time, or near real-time system functionality "Improved overall visibility of the stockpile (Single Manager for Conventional Ammunition (SMCA) and Non SMCA) "Improved control and tracking of all munitions projects "Ammunition business processes that are integrated to support the ammunition mission(s). "Improved overall visibility of specific business process data required to meet mission goals. 3.4 The contractor will review for accuracy and any applicable JM&L LCMC user documentation developed by the prime System Integrator (SI) and provide input to the JMC EI Office. This also includes investigative measures to ensure data integrity prior to migration. The contractor will provide and/or work with the SI to ensure the ERP solution and processes are developed to: "Incorporate all of the JM&L LCMC business process demands "Provide all required reports with data elements are in the format as specified by the JM&L LCMC Business Process Owner or designated representative. "Provide business processes that support the SMCA "Provide scans for the management of legacy systems, as directed "Write appropriate Engineering Change Proposals (ECPs) for legacy systems in relationship to the ERP. "Identification of shortfalls within the developed system(s), and lack of quality/accurate data. "All required reports are in the format as specified by the JMC EI Office/Contracting Officer Representative (COR). 3.5 Prior to start of any designated project, the contractor and the JMC EI Office/COR will identify and finalize specific tasks to be accomplished. The JMC EI Office/COR will be responsible for assisting in designing or evaluating of contractor management plans. Prior to the start of each major project milestone or event the JMC EI Office/COR will outline the functional objectives and provide a list of tasks to be completed by the contractor. During the life of each project milestone or event, the contractor will coordinate with the JMC EI Office. 3.6 The Contractor shall be required to investigate Data Management discrepancies and forward these to the JMC EI Data Management Lead. The contractor will assist in insuring the migration of only good data from the JM&L LCMC legacy systems/sources into an ERP solution. The contractor shall be required to investigate and correct CCSS/SDS systematic problems in coordination with the JMC EI Office. 3.7 The contractor shall validate and verify all developmental and technical documentation to meet specified physical, functional, technical and performance specifications for data for migrating to an ERP and management of the legacy systems identified. Validation tasks may include validation of support documentation and system performance. The contractor may be required to perform analysis and assessments on existing integrated systems and devices in an effort to identify reusable hardware and software elements as a cost savings method in upgrading these devices to meet established criteria for worldwide use. This work will address all aspects of documentation, supportability, maintainability, and reliability normally associated with good engineering practices. 3.8 Additional Requirements: "Must be capable of gaining full access to all Army sites. "As required, conduct site visits. "Must be available for traveling 75-100% or as required. "Must sign a Non-Disclosure Agreement with the LMP SI. 4.0 DELIVERABLES: 4.1 The contractor must deliver written documents on a weekly and monthly basis (one weekly as the weekly activity report-high level and one monthly in more detail prepared in Microsoft Word for Windows), with documented hours associated to each tasks within the weekly detailed report to the KO and COR. Upon request provide a comprehensive report summarizing results, accomplishments and conclusions derived from functional/technical verifications, validations, engineering studies, requirement documents, whitepapers, economic analysis and functional specifications. Essentially, this will highlight the specific accomplishments of the contractor(s) for the month and offer a planned listing of tasks for the upcoming month (understanding that the Government and contractor must be flexible with work schedules and related workload). All work hours expended as normal daily workdays and/or travel, home, evenings, weekends or hotel must be documented and reported on your monthly detailed reports. All other deliverables shall be established and mutually agreed upon by Government and contractor at the start of the work meeting and as delineated in the Performance Assessment Plan (PAP). These reports and deliverables/are as follows: " List the work completed as discussed beforehand. This includes all meetings and work performed during the period. The report should include a summary of functional and technical problems encountered and solutions provided to these problems. 4.2 The contractor must make corrections identified in the review process no later than five working days after Government review. The products will be reviewed for functionality, style and format. 4.3 All work will be performed with extensive communication between the JMC EI Office/COR/KO and the contractor. The goal will be to provide maximum knowledge transfer for the contractor to the above-mentioned JMC personnel prior to completion of performance work schedule. 5.0 IN-PROCESS REVIEWS (IPRs) 5.1 IPRs will be held as required (unless waived by the JMC EI Office /COR/KO) at which time the contractor must provide a status of the work performed and identify any known potential problems. The day and time for the IPRs will be announced by the COR and fully coordinated with the JMC EI Office. The contractor will provide daily informal status updates as needed. Contractor will record the minutes of the IPRs and must distribute the meeting minutes within two (2) working days. Contractor will attend IPRs as requested by JMC EI Office/COR/KO. 6.0 PROGRAM DIRECTOR/MANAGER RESPONSIBILITIES 6.1 The Contractor Project Director/Program Manager (PD/PM) must maintain and have available for review upon Government request, both a functional and technical issues log book. These logs will contain documentation of functional and technical issues the Contractor encounters during the performance of the activities associated with this task order. The logbooks will become the property of the Government, and upon conclusion of the task order, must be turned over within two (2) days of the conclusion of the contract to the KO/COR. This PD/PM must be part of the working functional JMC EI Office as a Subject Matter Expert (SME) and not a standalone overseeing the program. 7.0 GOVERNMENT FURNISHED EQUIPMENT (GFE): 7.1 The Government will provide the following: " A work area for contractor personnel (with a home base at HQ JMC only) " Programming Contractors for special cases only may be available to work from home at the Governments discretion. " Personal computers with network printing capabilities, E-mail, and Internet access for each contractor employee. " Each PC will be loaded with software required to perform the required activities. " Contractor personnel will have identification badges, which shall be used as required by JMC. " Applicable user IDs and Passwords. " General office supplies will be provided to perform daily activities. 8.0 SECURITY. 8.1 The contractor will comply with all applicable security regulations. 9.0 TRAVEL 9.1 If travel is required in performance of this PWS, the Government will fund travel expenses in accordance with FAR Part 31.205.46 Travel Costs.
