- This is a Request for Information (RFI). The United States Transportation Command (USTRANSCOM)/TCAQ is preparing to acquire FAR Part 121/135 air transportation services. USTRANSCOM has not made a final commitment to procure the stated requirement and this Request for Information (RFI) should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. This agency is interested in obtaining responses to this RFI from prospective contractors, but no contractor shall be reimbursed for providing this information. All information provided by the contractor will become property of USTRANSCOM and will not be returned. Responses are requested by 09 Mar 09. Electronic copies can be submitted to Rachel.harris@ustranscom.mil. If you submit proprietary data, please mark it clearly with the appropriate markings. Further action on this anticipated requirement will be determined following review of the responses to this RFI. A.The primary purpose of the RFI is to seek sources capable of providing all aircraft, (1 dedicated and 1 scheduled) personnel, equipment, tools, materials, supervision and other items and services necessary to perform air transportation up to 6 OR up to 8 passengers with baggage and/or cargo not to exceed maximum gross weight of the aircraft from Ft Benning GA and return. Aircraft must have quickly reconfigurable cabins. B.On occasion, pickup locations other than Ft Benning GA (Savanah GA) may be requested. Possible destination airfields will be within a 525 Great Circle Statute Mile (GCSM) radius of Ft Benning GA. C.At a minimum aircraft shall be Instrument Flight Rules (IFR) equipped, twin –engine, turbine powered, dual instrumentation, and pressurized aircraft. D.Contractor must be a DoD approved air carrier prior to contract award (please reference ADDITIONAL STANDARDS FOR UNITED STATES DEPARTMENT OF DEFENSE (DOD) CONTRACTED NON-FAA GOVERNED AIRCRAFT OPERATIONS (NONCOMMUTER) (PASSENGER) at <www.amc.af.mil/shared/media/document/AFD-060207-010.pdf>. E.Contractor shall provide both Dedicated and Scheduled Aircraft Service. F.All interested parties should respond to the following questions and Please provide as much information as possible regarding your fleet including: 1.A Point Of Contact, Phone Number, Fax Number and E-Mail Address 2.Business Size 3.Duns Number 4.Estimated Costs 5.Confirm Dod Approved Status at this Time 6.Confirm Passenger Certification According to FAR Part 121/135 7.Provide aircraft type and capacity that is currently available that would justify the source's qualifications to perform this task 8.Please provide estimated costs for both Dedicated and Scheduled Aircraft service per GCSM All information obtained from this RFI will be used as market research.
