Description
Work consists of sawcutting and cold mill planing up to 4" of the existing asphalt concrete pavement of the runway, taxiway, and aprons, sealing deep cracks below milling area, and repaving with up to 4" of new asphalt concrete pavement. Project also includes restriping of the runway, taxiway, and aprons, including runway/threshold markings and other airfield pavement markings with new retro reflective white paint. Runway 16-34 will be closed during the construction period, however, other adjacent runways will be operational. The repair area is approximately 285,000 SY. The construction window is limited to 100 days. The Government intends to issue the RFP on or about March 12, 2009 and intends to hold a one-time site visit. Please check this website for additional information on the site visit. The basis of award is to the Offeror whose proposals, conforming to the RFP, provides the best value to the Government, considering both price and technical factors. The technical evaluation factors are anticipated to be: FACTOR A: Past Performance; FACTOR B: Corporate and Key Personnel Experience; FACTOR C: Management Plan and Project Schedule and FACTOR D: Small Business Utilization. Price proposals will consist of a lump sum pricing structure. When combined, the technical evaluation factors will be considered approximately equal to price. The magnitude of construction is more than $10,000,000. The entire RFP will be available through the Navy Electronic Commerce Online (NECO) website at https://neco.navy.mil or the Federal Business Opportunities (FBO) website at https://www.fbo.gov. Hard copies of the RFP will not be issued. Contractors must register with FBO to obtain access to the RFP. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request access to the RFP. An email will be forwarded once the Contracting Office has approved or declined the request. Approved contractors may view/download the RFP and any amendment issued from FBO. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding any drawings, will be posted to http://www.neco.navy.mil. If the amendment contains drawings, the drawings will be posted to http://www.fbo.gov. It is highly recommended that firms register on the NECO and FBO websites as planholders a! s this will be the only planholder's list available. It is the Offeror's responsibility to check the NECO and FBO websites periodically for any amendments or notices to the RFP.
