- The Federal Aviation Administration (FAA) is issuing this market survey to initiate industry involvement, to determine availability, obtain price information, and determine the level of competition for up to six (6) new electric (off road) mini cargo vans for use at the Mike Monroney Aeronautical Center, Oklahoma City, OK. Responses to this market survey will be used to determine if there is adequate competition to set the requirement aside for Small Businesses, Service Disabled Veteran Owned Small Business, or the 8(a) program in lieu of opening the acquisition up for full and open competition. The NAICS Code for this requirement is 336112, Light Truck and Utility Vehicle Manufacturing, with a Small Business Size Standard of 1,000 employees. The cargo vans must be the following specifications:Two passengersLength: 135 inch to 156 inchWidth: 57 inch to 67 inchHeight: 70 inch to 76 inchGround clearance: 6.5 inch to 8.0 inchInside length cargo area: 75 inch to 80 inchInside width cargo area: 50 inch to 56 inchInside height: 53 inch to 60 inchWheel base: 92 inch to 98 inch Two sliding or double doors left and right side of cargo holdNo side glass in cargo side doorsTransmission: direct drive or electronic manual shiftOn board automatic charger Brakes: disk or drum Motor: electricRpm: 1.650 to 2.000 @ 4.7 to5.5 kw 48 to 72 volt.Tires: 13 inch or 14 inchHeater and defrosterRepair manuals and parts manualsNo air conditionerNo electric windowsNo radio Interested vendors should respond with the following: (1)A list of available mini cargo vans identifying each specific manufacturer with their manufacturer's part number.(2)A link to your published price list or a copy of your current price list along with any quantity (price break) discount purchases, e.g., range of 1 to 10.(3)Provide a description of the terms and conditions of warranties and the processes and procedures (for each specific manufacturer and manufacturer's part number). This information is required in order for the FAA to obtain warranty repair service, if required.(4)Complete and return the attached Business Declaration Form. The form is provided as a separate document under this announcement. The FAA reserves the right to review and verify each offeror's program eligibility. The FAA all response submittals, including attachments, shall be submitted electronically to the following address: Connie.M.Houpt@faa.gov. Responses should be submitted in a Microsoft Word (preferred); however, portable document format (i.e..pdf file) is acceptable. The FAA will not respond to telephonic inquiries. Vendors must respond by 3:00 p.m. (CST), March 13, 2009. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these products. Responders to this announcement may be asked to provide additional details/information based on their initial response. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the discretion of the FAA.
