- The purpose of this Announcement is to identify potential Business Sources and to obtain comments on the Performance Work Statement. Interested companies should respond no later than close of business on Monday, March 9, 2009. The potential North American Industry Classification System (NAICS) is 541513. Interested companies must also explain technical capability and responsibility by providing relevant and current past performance and experience. Additionally, interested companies must have an active or be able to quickly obtain a Secret Security Clearance from the Department of Defense for their staffing. Performance Work Statement 1.0Introduction 1.1Organization. Directorate of Information Management (DOIM) located at Fort Huachuca, Arizona, is responsible for operations and maintenance of information systems and services for Fort Huachuca and its tenants. 1.2Background and Objective. The DOIMs mission to provide IT-Telecommunications Project Management Support for Fort Huachuca and its tenant organizations. The DOIM is currently not staffed to provide IT Project Management Support for Programs and requirements that fall outside of the Command, Control, Communications, Computers, and Information Management (C4IM) Services and Common Levels of Support (CLS). Many of these programs are top driven and centrally funded from major commands and activities such as IMCOM, TRADOC, and NETCOM. The projects include GWOT initiatives, I3MP-connected support communications projects, and Major Army- Construction programs requiring communications infrastructure and cabling. 1.3References. None. 2.0Scope of Services Required: The DOIM requires on-site IT-Telecommunications project management support in the form of two contract employees. The general support and services require the contract employees to assist the government in provide engineering solutions and recommendations to the Contract Officer Representative (COR) and other authorized government personnel regarding unclassified (NIPR) and classified (SIPR) information technology and telecommunications systems. The general type of support and services include, but are not limited to: "Assists in project planning "Assists in writing proposed project scope, requirements, plans, and deliverables to meet objectives "Supports the coordination and integration of project activities "Assists in managing and administering project resources "Contributes to monitoring project activities and resources to mitigate risk "Helps maintain quality assurance processes "Aids in making improvements, solving problems, and taking corrective action when problems arise "Assists in providing updates and status on all aspects of the project "Contributes in phase, milestone, and final project reviews "Assists in proposing project documentation requirements and procedures The contractor will provide advice, opinions, recommendations, ideas, reports, analyses and other work products. DOIM will exercise independent judgment and critically examine contractor efforts. 3.0Technical Services Required 3.1Task Description. The Contractor shall provide on-site technical services in accordance with this PWS related, but not limited, to the following: "Perform site surveys and develop site survey reports to identify customer information system requirements. "Analyze and design information systems inside cabling and outside plant infrastructure requirements and environment. "Propose technical solutions for IT-Telecommunications projects. "Perform cost analysis, and develop and provide cost estimates for customer requirements. "Meet with supported customers and customer organizations. "Coordinate technical requirements with DOIM Operations Teams, external organizations, and supported customers. "Develop preliminary statements of work. "Evaluate, monitor, and ensure compliance with laws, regulations, policies, standards, and procedures. "Provide input and recommendations to current and long-range IT project planning. "Implement and provide oversight on IT-Telecommunications projects. "Coordinate the testing and quality assurance inspection of installed cabling and IT-infrastructure. "Participate in meetings and briefings, as needed. "Obtain vendor quotes for Government Contracting Officers Representatives review/approval. "Develop Bill of Materials (BOM) or List of Materials (LOM). "Review and interpret technical drawings. a. Project Management: Provides direction, coordination, and control of various IT-Telecommunications cabling and infrastructure projects. Performs as a DOIM primary point of contact to gather user requirements and consults with functional experts in the development of the technical solution. Monitors workflow of the entire project from receipt of the customer requirement to coordination with the COR for final acceptance by the government for the installed cabling or infrastructure. Responsible for planning, assigning, reviewing, and organizing work and resources to ensure timely and accurate completion of all assigned projects under direction of the COR or other authorized government personnel. Ensures all project work is compliant with all policies, procedures, regulations, and standards. b. Redesign Studies: Reviews and analyzes proposed regulatory or procedural changes to determine potential impact on areas of assigned responsibility. Consults with customers and functional experts, considers existing problems, constraints, new technology, applicable standards/architecture, and develops recommendations for improvement of existing information and IT-Telecommunications systems. 3.2Deliverables. The Contractor shall deliver in accordance with the following. 3.2.1Project Files. Prepare project files for each project under this PWS. Project files will contain copies of Change Orders, Local Service Requests, Cost estimate templates, customer letters, and drawings. The contract employee will maintain electronic 'corporately' accessible project records in Email Public Folders. All Project files become the property of the DOIM and are considered proprietary in nature and not available to be shared outside of the government channels. 3.2.2 Documentation. The contractor employee shall prepare Cost Estimates, Bill of Materials (BOM), Statements of Work (SOW), Cost Estimate Templates, Customer Cover Letters, and other documentation as necessary to complete project management work. All documentation becomes the property of the DOIM and is considered proprietary in nature and not available to be shared outside of the government channels. 3.2.3 Project Drawings. The contractor employee shall review and prepare responses to project design drawings. The contract employee will provide redline corrections to project design drawings and will coordinate with the DOIM draftsman for printing and copying project design drawings. Developed project drawings are the property of the DOIM. 3.3 Expertise.The contract employees shall possess current Building Industry Consulting Services, International (BICSI) certification. The contractor is responsible for providing expertise in the following areas: 3.3.1Knowledge of IT-Telecommunications Principles, Concepts, and Methods. The Contractor employees require expert knowledge of principles, concepts, methods, terminology, and characteristics of the overall IT-Telecommunications field as well as a working knowledge of the Fort Huachuca and tenant organizations in order to effectively review, analyze, and resolve difficult and complex IT-Telecommunications projects. The contractor employee must possess a broad range of experience in IT-Telecommunications and information systems to include, but not limited to, Telephony, Local Area Networking, Wide Area Networking, cabling standards both military and current industry standards. 3.3.2Communications Security. The contractor employee requires basic operation, knowledge, and concept of Communications Security (COMSEC) and Controlled Cryptographic Items (CCI) equipment use. 3.3.3Information Technology (IT). Extensive knowledge of advance information technology (IT) concepts, principles, and practices that enable the employee to serve as an expert in the fields of implementation, quality assurance, test and evaluation, and data analysis for modern IT equipment, systems and programs. 3.3.4 System Test Plans. Extensive knowledge of test and evaluation concepts and methods required to develop and use communications electronics system/component Test Evaluation Plans and Systems Test Plans. 3.3.5 Power and Grounding. Knowledge of power systems, grounding systems, bonding and shielding requirements, electrical-magnetic compatibility and tempest criteria as apply to the planning, implementation, activation and test of telecommunications systems and components. 3.3.6 Written and Verbal Communication. Knowledge and skill in written and verbal communications to ensure accuracy in written correspondence and verbal communication. 3.3.7 Cost Estimating and Project Management Systems. The contractor employee shall have knowledge and recent experience with various Information Technology Cost Estimating and Project Management computer software system currently in use at the customer's facility. These systems include as a minimum, but are not limited to: Information Systems Cost Estimator (U.S Army Engineering and Support Center); UniCenter (Computer Associates). 4.0Government Furnished Resources 4.1Facilities, Supplies and Services. The DOIM shall furnish work space, furnishings, office supplies, copying services, telephone service, and computer resources including access to processors, terminals, printers, software, data, and communications networks for the duration of their employment. The contractor shall specify in the proposal, any such resources that are not being furnished by the Government that are, in the contractor's judgment, required to accomplish this task. 4.2Information. The DOIM shall provide introductions to all key personnel along with a briefing on their roles and functions in the organization, initial familiarization/orientation of task requirements, and any required hardware and software manuals or documentation. The DOIM shall designate the location on Fort Huachuca to which recovered materials shall be delivered by the Contractor. 5.0 Period of Performance. Base Year:1 April 2009 30 March 2010. Option Year 1:1 April 2010 30 March 2011. Option Year 2:1 April 2011 30 March 2012. 5.1Place of Performance. Work shall be performed on-site at the following Government installation: U.S. Army Intelligence Center and Fort Huachuca, Building 61801 Greely Hall, Fort Huachuca, AZ 85613-6000. The room and exact location within the room will be coordinated by the DOIM. 5.2Hours of Work. The contractor shall perform work at the specified Government site between the hours approximately 7:00 a.m. to 4:00 p.m., Monday through Friday, or unless otherwise required by the DOIM and coordinated with the contractor. 5.3Schedule. Prior to the start date of this PWS, the contractor representative will meet with the DOIM Point of Contact (POC) to mutually agree to work schedules for this engagement. This schedule shall be reviewed periodically and can be adjusted by mutual agreement throughout the period of performance. 5.4Status Reporting. Contractor employee(s) will provide a weekly status report to the DOIM Point of Contact. The format of this, and any other status reporting requirements, shall be mutually agreed upon. 5.5Training. The contractor shall provide all training to ensure contractor personnel maintain technical proficiency for the performance of this contract. This training shall be at no additional cost to the Government. The Government will not provide or fund training to obtain required certifications for contractor employees. 5.6Travel. The contractor employee will not be required to perform routine travel. Any travel incurred by the Contractor will be provided by invitation of the DOIM. 5.7Privacy and Security. 5.7.1Clearances. U.S. Citizenship is required for all personnel who will be on-site regularly. A current U.S. Secret Clearance will be required to perform work within the DOIM. 5.7.2Privacy Act. Work on this task does not require access to information governed by the Right to Privacy Act. 5.7.3Security. In the event that Security Requirements are necessary, the contractor employee will complete and submit all applicable security forms. An interim clearance will be requested at the time the contractor employee submits the security forms to the DOIM. The contractor management will ensure that copies of the clearance forms are provided to the Security Officer for the DOIM.
