Description
Performance Work Statement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). The Government's intention is to issue a sole source BPA to provide military medical professional's certification in Advanced Trauma Life Support (ATLS). The ATLS Student Course presents a concise approach to assessing and managing multiple injured patients. The American College of Surgeons (ACS) is the only source for this training as they are the governing body who dictate specific sites to teach ATLS and the sites must teach a standardized course developed by the ACS. Physicians who attend the C-STARS Baltimore 21 day course frequently have the opportunity to attend an ATLS course that provides them with a required national certification. The physicians having the capability of attending the ATLS course while at C-STARS training reduces the TDY costs for the Air Force. This is an intention to purchase this training from a Sole Source. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-30 (effective 15 January 2009) and Defense Federal Acquisition Regulation Supplement change notice 20081020. FAR 52.212-4 and 52.212-5 applies to this acquisition. Government Purchase Card (GPC) procedures also apply. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. FAR 52.212-2, Evaluation - Commercial Items, applies. It is the offeror's responsibility to be familiar with applicable clauses and provisions. The delivery date of these items is "as required". The NAICS Code is 334519 and the size standard is $7 Million. The type BPA anticipated is firm-fixed price. The response date is 12:00 PM, Central Time, 4 March 2009. The 311th Human Systems Wing/PKAH, Brooks City-Base TX intends to award a Blanket Purchase Agreement by other than full and open competition in accordance with Subpart 6.302-1 (c). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals.
