Description
NASA/Goddard Space Flight Center, Code 210.M, Greenbelt, MD 20771Ice, Cloud, and land Elevation Satellite (ICESat II) Project Diode Laser Arrays NASA Goddard Space Flight Center intends to issue a Request for Proposal (RFP) for LaserDiode Arrays (LDA) for the Advanced Topographic Laser Altimeter System (ATLAS) lasersystem that will be part of the ICESat II Mission. The purchase of the Laser DiodeArrays (LDAs) for the ICESat-2 laser transmitter shall consist of a basic requirement andan option. During the basic requirement all the bars necessary to construct the LDAs mustbe manufactured (total of 2353 usable bars). Part of the bars shall be used tomanufacture representative samples of LDAs (6 G2, 6 G4, and 12 G11). The sample LDAsshall be delivered to Goddard Space Flight Center to undergo a series ofcharacterizations, acceptance tests, and accelerated testing to determine theirsuitability for space applications (Testing shall be performed by Goddard personnel).Under the option and upon successful testing of the LDAs delivered under the basicrequirement, all remaining bars shall be converted to LDAs (80 G2, 80 G4, and 155 G11)for use in the construction of space laser transmitters. The scope of work for this procurement entails the Contractor to:Grow and test the necessary semiconductor wafers. All bars must be manufacturedand received with appropriate coatings. These laser diode bars must comply with all thebars specifications and conditions.Use a small representative quantity of bars to be used in the manufacturing of 5G2, 10 G4, and 10 G11 diode laser stacks. These diode laser stacks must comply with allthe stacks specifications and conditions.Use the remaining quantity of bars to manufacture 50 G2, 96 G4, and 96 G11 diodelaser stacks, pending specification validation and qualification of the initial stacks. These diode laser stacks must comply with all the stacks specifications and conditions.All work shall be accomplished in accordance with Performance Specification and theStatement of Work (SOW). The Performance Specification and the SOW will be provided withthe issuance of the RFP.This procurement will be a full and open competition. The Government may award more thanone contract as a result of this solicitation.NASA GSFC anticipates awarding a Firm Fixed-Price type contract for the LDAs with ananticipated award date in June 2009.The North American Industry Classification System (NAICS) Code for this procurement is334413, with a corresponding size standard in number of employees of 500.The anticipated release date of the RFP is on or about March 30, 2009, with ananticipated offer closing date on or about April 30, 2009. The actual due date forreceipt of offers will be stated in the prospective RFP.
