- Marine Corps Systems Command (MARCORSYSCOM) is issuing this PRESOLICITATION NOTICE to procure prototype combat helmets for evaluation, with the option to field limited quantities of helmets. The forthcoming solicitation will be issued on the basis of full and open competition. The NAICS code is 339113, Surgical Appliance and Supplies Manufacturing, with a size standard of 500. This is a Presolicitation Notice only; no proposals are being requested at this time. Information contained in this notice is subject to change. MARCORSYSCOM is interested in investigating an Enhanced Combat Helmet (ECH), capable of meeting all current combat helmet requirements (i.e., USMC Lightweight Helmet), but exhibiting significantly improved ballistic performance (minimum 35% increase compared to current minimums) against fragmentation, handgun and small arms threats. The specified geometry of these helmets, full PASGT cut, tactical (MICH/ACH) cut, or both - is as yet undecided but will be stated in the solicitation. Suspension/retention systems will be from approved mandatory sources of supply. Interested offerors will be limited to two material solutions (maximum of two (2) proposals each) for the ECH based on the current state-of-the-art materials. Offerors must be able to demonstrate the capability to produce an ECH with the minimum V50s and not exceeding the maximum weights at the time of proposal submission. One or more product demonstration models (consisting of a complete helmet with the currently approved mandatory source of supply suspension/retention systems) will be required as part of the proposal submittal. Complete requirements for the written proposal(s) will be set forth in the solicitation, but it is anticipated they will include the following, among others: material composition and lay-up, description of basic manufacturing processes, shell weights and thicknesses, rapid production capabilities and delivery schedule, and ballistic performance. Ballistic test data required will include V50s for the 2-, 4-, 16-, and 64-grain Right Circular Cylinder (RCC) and the 17 grain Fragment Simulating Projectile (FSP) generated on actual helmets (not flat panels) from an NIJ-approved test lab. The Government anticipates making multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contract awards. Awards will consist of initial minimum quantities of up to 50 helmets per size in sizes small, medium, large, and extra large, per material solution proposed (for a potential maximum quantity of 400 per contract (or 200 per solution)). These helmets will be subjected to a battery of tests to be specified in the solicitation. If further evaluation is required, the Government may purchase additional prototype quantities above the contract minimum. These additional line items may consist of one to several hundred helmets per size, but no more than 2,000 each per contract. Contract awards will also consist of additional option line items for production units, to be exercised based on the results of further evaluation. The estimated total quantity for production, distributed among one or more potential awardees, is 38,500 each to include spares and tariff adjustments.! The basis for making the production option exercise decision will be set forth in the solicitation, but the Government anticipates considering the ballistic performance (V50) against fragmentation, handgun and small arms (V50 and V0) in making its determination for production, along with delivery schedule and price. Evaluation factors will be set forth in the forthcoming solicitation. Solicitation No. M67854-09-R-3025 is anticipated to be issued within the next sixty (60) days and will be posted on the internet at the Federal Business Opportunities website located at the following address: http://www.fedbizopps.gov, and the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil. The on-line version of the solicitation will include all documents of the solicitation package. No hard copy of this solicitation will be issued. Amendments, if any, will be posted at the same location as the original solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. The proposal shall be submitted in hard copy form only. No electronic submission of proposals will be accepted. Those responding to the solicitation have the responsibility to obtain all amendments and/or other applicable documents. ! Offerors are instructed to hold all questions until the solicitation has been issued. Offerors shall submit ALL questions in writing to lisandra.torres@usmc.mil. No phone calls will be accepted. All items, materials, and components thereof submitted shall be in full compliance with the Berry Amendment (10 U.S.C 2533a). Offerors may be required to provide detailed information certifying compliance.
