- STATEMENT OF WORK Specialty Camp Sideline Sports I. DESCRIPTION OF SERVICES 1. Scope The Air Force Services Family Member Program (FMP) endeavors to provide youth with opportunities to enhance their community, job, leisure, physical, and cognitive skills development. The goal of the Sideline Sports camp is to expand and assist youths' understanding of different sports, and an appreciation for those sports as a lifelong skill. Currently, Youth Programs offer traditional sports in baseball, basketball and soccer. 2. Objectives of Camp 2.1 It shall be the responsibility of the contractor to provide all training, supplies, materials, labor and instruction to meet youth objectives identified below. Additionally, all costs and materials associated with shipment and printing relative to this service shall be the responsibility of the contractor. 2.1.1 Youth: 2.1.1.1 Participants shall be instructed on and demonstrate the ability to successfully participate in a variety of sports to include (but not limited to): 2.1.1.1.1 Ultimate Frisbee 2.1.1.1.2 Water Polo 2.1.1.1.3 Badminton 2.1.1.2 It shall be the responsibility of the Contractor to provide team building activities to support cohesive teamwork within groups. Each participant shall be involved in all aspects of the training/camp. 2.1.1.3 The focal point of the camps shall be the introduction of non-traditional sports through exploration and participation. 2.1.1.4 To increase opportunities for youth ages 9 through 18 to experience the joys of collaboration and creativity through non-traditional sports. 2.1.1.5 To support youth program requirements and provide youth with a potential area of interest for a future career/leisure choice. 3. Government Responsibilities for Sideline Sports Experience: 3.1. It shall be the responsibility of the Government to provide the following: 3.1.1 The Government shall be responsible for advertising and processing registration for the specialty camps. 3.1.2 The Government shall facilitate access to the installation by pre-coordinating with local Security Forces to arrange multi-day passes for all necessary Contract employees. 3.1.3 The Government shall ensure support personnel are available and scheduled to supervise youth participants. 3.1.4 The Government POC at each installation shall provide the Contractor POC with a participant roster. 3.1.5 The Government POC will procure and ensure lodging is paid for up to one contracted employee from the Sideline Sports Camp contract. 3.1.6 The Government shall provide the Contractor with pertinent contact information for each installation POC. 3.1.7 The Government shall ensure all materials provided by the contractor are available the week of the training camp. 3.1.8 The Government will ensure a large open area such as a gym or multipurpose room is available for use the week of the training camp. 4. Contractor Responsibilities for Sideline Sports Camp: 4.1 Contractor shall conduct ten (10) Sideline Sports Camps - for participants ages 9 to 18 - at various Air Force installations throughout the continental United States. See Section 6 of this document for an inclusive list of installations. 4.2 Contractor shall ensure all required supplies and materials are available for youth participants at each independent installation. 4.3. Specialty camps logistical requirements shall be pre-coordinated with an installation POC and include, at minimum: 4.3.1 An Entry Authorization Listing (EAL) for installation access. 4.3.2 EAL processes vary from one location to another - therefore coordination with local Security Forces shall be facilitated by the Government POC. 4.3.3 Contractor development and Government acceptance of a daily training schedule. 4.3.4.The training/camp location shall be determined and directions to the site inclusive of the shipping address shall be provided. 4.3.5 Logistical coordination shall begin immediately upon receipt of order award and training/camps shall be completed no later than 31 May 2010. 4.3.6 At least three (3) weeks prior to training/camp commencement the Contractor shall contact the Government POC to arrange any revisions to logistical requirements. 4.3.7 The contractor will contact and inform the Government POC of the number of staff to expect for the training/camp. 4.4 Specialty camps shall be scheduled as follows: 4.4.1 Five (5) consecutive days of training/camp shall be offered to youth participants. Unless otherwise coordinated with an installation POC: training/camps shall be conducted during normal operation hours (determined locally) Monday through Friday. 4.4.2 Each training/camp day shall consist of two sessions daily lasting approximately three (3) hours each. NOTE: 10 - 15 minute breaks may be provided as needed. It is suggested that the morning session be held for Youth ages 9-12 and the afternoon session be held for Youth ages 13-18. 4.4.3 All equipment and training material preparation shall be accomplished prior to actual training/camp times. 5. Desired Contractor Attributes 5.1 Standards of Excellence 5.1.1 With no exception - the contractor shall observe and maintain reasonable standards for behavior and decorum as required for interactions with children. 5.1.2 Contractor shall have on-file an individual security check for all employees - associated with this requirement - conducted by a nationally recognized organization. 5.1.2.1 The aforementioned security check documentation shall be provided to HQ AFSVA/SVPY prior to the commencement of training/camps. 5.1.3 Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. Clothing shall be appropriate for working with children. 5.1.4 The Contractor shallhave at minimum, liability insurance coverage in accordance with the following: 5.1.4.1 Workers' compensation and employer's liability. Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers. 5.1.4.2 General liability. The contracting officer shall require bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence. Property damage liability insurance shall be required only in special circumstances as determined by the agency. 5.1.6 Contractor shall ensure employees are fully trained, knowledgeable and competent to conduct a Sideline Sports camp. Contractor shall also ensure each employee's teaching techniques are developmentally age appropriate for this requirement. 5.1.7 Contractor shall ensure compliance with the Service Contracts Act of 1965, as amended applies -wage determinations are applicable and available electronically at http://www.wdol.gov. 6. Knowledge, Skills and Abilities 6.1 Contractor shall have an ongoing and proven training and education program that prepares participants with no previous non-traditional sports knowledge to learn basic rules and procedures for each sport. 6.2 Contractor shall have the ability to conduct back-to-back training/camps at different geographical locations. 6.3 The following list of Air Force Installations are the training/camp locations. This list is inclusive of all locations encompassed by this requirement and is in no particular order.
