- NOTICE OF INTENT The U.S. Department of Energy (DOE) intends to solicit a proposal and negotiate a sole source bridge contract with AOC Petroleum Services, LLC for professional analytical and technical support to the Deputy Assistant Secretary for the Strategic Petroleum Reserve (SPR) program office. The services are generally to include, but not be limited to, Program Planning and Modeling Support, Crude Oil Market Expertise and Studies, Petroleum Refining and Logistics Studies, Environmental, Safety & Health and Security, and, SPR Performance Assessments and Analyses. The services are currently being performed by AOC Petroleum Services LLC, Chantilly, VA under Department of Energy Contract Number DE-AC01-03FE67758, which will expire on March 11, 2009. The statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 USC 2 304[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency?s requirements. AOC Petroleum Services has been supporting SPR for more than 10 years and has the technical expertise in providing professional analytical and technical support to the SPR program office. The incumbent is currently and extensively assisting SPR with several on-going activities which are of critical importance to SPR program operations. As such, this strategic knowledge and experience to provide uninterrupted support to SPR with program reviews and assessments, petroleum refining and logistics studies, and SPR systems assessments necessitates the award of a bridge contract to the incumbent contractor, AOC Petroleum Services, LLC. Firms who want to challenge the sole-source must submit an interest letter that demonstrates the firm?s ability to provide the services, as described above. Interested parties may submit a proposal and rationale as to why they should be considered within fifteen (15) days of this notice to: Messer?s. Brandon Powell or Jemal Williams, MA-642.1, 1000 Independence Avenue, SW, Washington, DC 20585. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive acquisition. The intent of this award is to provide the required support services to the SPR Headquarters office until the award and transition of a competitive follow-on acquisition is completed. The North American Industry Classification System (NAIC) Code for this requirement is 541330. The period of performance is for a total of 45 days.
