Description
This is a pre-solicitation notice for Post Acquisition Improvement Program (PAIP) contract for Yokota Air Base, Japan. The work will consist of providing all labor, management, tools, equipments, and materials to perform all work necessary to construct improvements to 378 Military Family Housing (MFH) units at Yokota Air Base, Japan being comprised of 192 units in Phase 4 and 186 units in Phase 5. The PAIP project consists of whole house renovations, including but not limited to modernization and renovation of housing units; upgrade of HVAC systems; upgrade of electrical systems; upgrade of plumbing systems; provision of new fire protection system in the tower units; site/neighborhood improvement; and environmental abatement. Types of housing units include multiplex, single-family dwellings and tower units. All work shall be accomplished in accordance with the contract specifications and subject to the terms and conditions of the contract. The performance period is expected to be 872 calendar days for Phase 4 and 974 calendar days for Phase 5 which Phase 5 will start 90 calendar days after the start of Phase 4. The magnitude of this construction project in terms of the estimated price range is between $25,000,000/Y2,857,517,500 and $100,000,000/Y11,430,070,000 (Y114.3007=$1.00, FY09 U.S. Government exchange rate for the purpose of this pre-solicitation notice). The solicitation will be issued on or about 26 May 09. Proposal will be due 45 days after the date of solicitation issued. Pre-proposal conference/site-visit will be conducted on or about 15-16 Jun 09 in the 374th Contracting Squadron, Bldg. 620, Yokota AB, Fussa-shi, Tokyo, Japan for explanation of the Request for Proposal (RFP) including the question and answer session and for examination of the general and local conditions of the project site. All offerors are required to attend this conference/site-visit. All details regarding dates, location, and contract information will be identified in the solicitation when issued. At this time, if you are interested in participating in this Request for Proposal (RFP), you are required to contact the POCs (both) listed below, by sending an email. The contract award will be made to a single offeror who provides the Government with the best value, using Performance Price Tradeoff (PPT) process in accordance with AFFARS 5315, and Mandatory Procedure (MP) 5315.305, paragraphs 5.5.2 and 5.6.2.1., and Informational Guide (IG) 5315.101-1, with evaluation factors to be included in the RFP. In order to be eligible for award, registration in the Central Contractor Registration (CCR) database is required at http://www.ccr.gov. NOTE: The offeror is required to represents that it has been duly authorized to operate and to do business in the country of Japan in which the contract is to be performed IAW DFARS 252.225-7042, "Authorization to Perform". Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, "Permits and Responsibilities", as supplemented by AFFARS 5336.507.
