Description
The Watervliet Army Arsenal is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to obtain feedback from industry regarding the general requirements for an upcoming procurement. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool to determine potential sources and interested parties for an intended procurement. If a solicitation is released it will be synopsized and posted at https://acquisition.army.mil/asfi/. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The Government anticipates soliciting for the award of a performance-based, Firm Fixed-Price (FFP) contract for a base and three option years. The source sought is open to contractors eligible under the 8(a) program, Historically Underutilized Business Zone (HUBZone) program, Service Disabled Veteran Owned Small Business Procurement Program (SDVOSB), and small business capable of performance under the contract. When responding to this notice, please indicate whether your company is an 8(a), HUBZone, SDVOSB, or small business. Based upon responses received, a set-aside, if any, will be determined. Responsibilities of the contractor include, but are not limited to, providing non-personal services for all personnel, equipment, supplies, services and materials for refuse collection and recyclables collection for Watervliet Army Arsenal, NY. The Contractor shall comply with all State, County, and other laws or sanitary regulations governing the pickup, hauling, and disposal of refuse hauled under this contract; and he/she shall be solely responsible for obtaining any licenses or permits that may be required for his/her performance of the contract. Any costs involved in obtaining licenses or permits shall be at the expense of the Contractor. This Contractor is responsible for the providing and picking up 32 containers ranging in size from 4 cubic yards to 6 cubic yards for trash and 32 containers ranging from 4 cubic yards to 6 cubic yards for recycling each picked up twice a week. Also, two 30 yd roll offs one for construction and one for industrial waste debris currently disposed of daily ( M F). Extra disposals may be required on emergency basis. Small curbside pickup of recyclable items is required once a week currently at 8 government quarters and two buildings. ALL interested parties are requested to respond. If adequate interest or sufficient supporting documentation is not received from small businesses, the solicitation may be issued as full and open competition or unrestricted without further notice or may be canceled. All interested parties are encouraged to respond to this synopsis not later than March 28, 2009 at 2:00 PM. Please submit all requested documentation listed below to Christine Campbell via email: Christine.i.campbell@conus.army.mil. Interested parties should submit a capabilities package no longer than 5 pages demonstrating the ability to perform the principal components of work listed above. Packages should include the following information: (1) Business name, address, Dun and Bradstreet number (DUNS), size classification based on NAICS size standard, socioeconomic classification (e.g., HUBZone, 8(a), etc.), and a point of contact, (2) a positive statement of your intention to submit an offer for this requirement as a prime contractor, (3) evidence of your experience performing work similar in type and scope to include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers and past experience regarding work similar to the type of work described below within the past 3 years. In addition, Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102 and 4.1201, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. Information on Annual Representations and Certifications can be obtained via the Internet at http://orca.bpn.gov. The applicable North American Industry Classification System (NAICS) code is 562111 and the related small business size standard is $12.5 million. However, the government reserves the right to change the classification if deemed necessary. It is anticipated that award of the contract will occur in September 2009.
