- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. Naval Facilities Engineering Command, Mid-Atlantic has been tasked to solicit for and award a project to include construction (Early Contractor Involvement) ECI for a two-story physical fitness center. The Government proposes to issue a firm fixed price ECI type contract for this project. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of contractors to compete and perform a fixed price Early Contractor Involvement (ECI) type contract. In addition to providing the customary services of a General Contractor, the Contractor shall provide Preconstruction consulting services to assist the AE with the development of the design of the facility described herein. These services include advice on the time and cost consequences of AE design decisions based on market conditions, constructability and sequencing and other services described herein, in order to obtain the best quality facility possible within the Ceiling Price and the required delivery schedule. The Contractor shall assign a team consisting of appropriate construction professions to provide preconstruction consulting services, and shall maintain the same team from the preconstruction services phase through completion of construction. Preconstruction Services shall include, but are not limited to, review and evaluation of the design documents for constructability, value engineering suggestions, risk management review, identification of any problems or errors in the design and design documentation, consultation with A&E during construction, document production, assistance in defining bid packages and construction phasing, preliminary project schedule development, cost estimates, and development of subcontractor and supplies interest. Construction services shall include, but are not limited to construction of the facility and related site development, coordination of regular construction meetings, maintaining of construction records including daily logs and monthly reports. Construction services to be performed under the firm fixed price contract will consist of constructing a two-story physical fitness center. The project includes but is not necessarily limited to: a 45,757 SF physical fitness center with structural steel framing, brick masonry exterior over concrete block, reinforced concrete pile supported foundation, reinforced concrete slab on grade and a standing seam metal roof on steel trusses. The work will also include an indoor elevated running track, indoor pool and weight training/body development area. Additionally, space shall be provided for an equipment storage/gear issue area with shelving, administration area including private staff offices, a fitness assessment room, a laundry facility, vending area, separate men/women/family locker area with showers, toilets, and steam & dry saunas. Special foundation features include a pile foundation. Built-in equipment includes lockers, sound system, laundry/vending support, elevator (! combo passenger/freight), natatorium dehumidification system and strand water telemetry system. Electrical systems include Energy Monitoring and Control System (EMCS), information systems, fire protection, and mass notification system. Ten (10) NMCI seats will be required for this project. Mechanical systems shall include fire pump, sprinkler, hydrants, heating ventilation and air conditioning (HVAC) system and plumbing, and other associated mechanical code requirements for new construction. Supporting facilities work includes site and building utility connections for water, sanitary and storm sewers, electrical, telephone, Local Area Network (LAN), and cable television. The project will also include paving and site improvements include exterior site and building lighting, access roads, paved & lighted parking, concrete curb and sidewalks, grading/earthwork and landscaping, and storm water management. Project also includes Technical Operating Manuals, Anti-Terrorism/Force Protection features, and environmental mitigation. Sustainable design principles will be included in the design and construction of the project in accordance with the Energy Policy Act of 2005. Low Impact Development will be included in the design and construction.This project will include the demolition of buildings AS202 and AS204.The total square footage to be demolished is approximately 26,311 sf. The estimated target award range for this project is $18,000,000.00. Estimated duration of project is 500 calendar days. All small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract for these services no later than June 2010. The appropriate NAICS Codes is 236220. Small Business Size Standard for this acquisition is $33.5 million. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested small busines! ses submit to the contracting office a brief capabilities statement package (no more than 5 pages in length, single-spaced, 12 font minimum) demonstrating ability to perform the requested services. This documentation shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar value, size, scope and complexity within the last five years, including contract number, indication of whether a prime or subcontractor, contract value, Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein; (2) Company Profile to include number of employees, office locations(s), available bonding capacity up to $20,000,000, DUNS number, CAGE Code, and statement regarding small business designation and status. RESPONSES ARE DUE ON FRIDAY 13 MARCH 2009, by 2:00 PM. LATE RESPONSES WILL NOT BE ACCEPTED.
