- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation Number W912EE-09-T-0007 is being issued as a Request For Quote (RFQ) with the intent to award as simplified acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29, under NAICS Code 336612 (SIC 3732) with number of employees not exceeding 500. The U.S. Army Corps of Engineers (USACE), Vicksburg, Mississippi has a requirement for Water Safety Patrol Boat at Grenada Lake, Mississippi. This procurement may be quoted as follows: Line Item 000l Supplies/Services: Furnish and Deliver a Water Safety Patrol Boat (including shipment, delivery, and set-up), Quantity: 1, Unit: Each, Unit Price: $ _________; Total amount of Line Item 0001 $ ____________. 0001 Water Safety Patrol Boat. General. The boat to be supplied under this contract shall be a new unit meeting the following specifications. This boat shall be the same as or equal to a Boston Whaler Justice 21 foot boat having the following characteristics: 1. Unsinkable hull with commercial grade fiberglass laminate. 2. 30 transom. 3. 10 year transferable limited hull warrantee. 4. Self bailing hull with scuppers. 5. Trim tabs Electric with indicators. 6. White exterior/Haze grey interior gelcoat. 7. Heavy duty rubrail. 8. Black identification and trim markings. 9. Fiberglass console with storage area, electronics box, windshield and grabrail. 10. Aluminum leaning post with door, shelf, and grabrail located in front of the console. 11. Padded stainless steel steering wheel with tilt. 12. Hydraulic steering. 13. Bow storage lockers with fiberglass cover and drain. 14. Anchor locker with fiberglass cover and drain. 15. Bilge pump with automatic float switch. 16. Bow eye/Lifting eye. 17. Stern eyes. 18. 6 10 cleats. 19. Navigation lights. 20. Fire extinguisher. 21. Switch panel-bilge (2)/Navigation lights/4 Auxiliary. 22. 119 gallon baffled fuel tank. Additional equipment required: 1. Stainless steel transom corner chafe plates. 2. Stainless steel cutwater. 3. Stainless steel bow eye reinforcement. 4. Extra heady duty rubbing strakes with dive door (2 per side). 5. Extra heady duty recessed floor tie down (2). 6. Boat ID Number (Vinyl) & Plate. 7. Hi-lo bow/side rails Boston Whaler part # 61502 with dive door or equal. 8. Rails, Bow Boarding Boston Whaler part # 61508 Haze Grey Powdercoat or equal. 9. Backrest for leaning post. 10. Tapered deck utility box with cushion. 11. Engines: Yamaha 225 4 Stroke or equal. 12. Yamaha Single engine pre-rig w/o gauges or equal. 13. Yamaha Single engine gauge package to include multi-function tachometer, one multi-function speedometer, and one fuel management gauge or equal. 14. Painted hull lettering (up to 15 characters per side). 15. Painted hull slash 2 color. 16. Single engine installation and performance verification required. 17. Propeller, Stainless V-6s. 18. 4 floodlights mounted one on each corner of the T-Top. 19. Raw water wash down system. 20. Bow docking lights. 21. Dive door swimmers 13 aluminum handrails forward and aft of door (2). 22. Stern seat. 23. Medium duty weather curtain system Haze Grey. 24. 28 LED light bar (blue lens) with siren, PA and amplifier. 25. Medium duty t-top with radio box with lockable door. 26. Torsional tow bar black powdercoat. 27. Engine crash rail outboard with removable hoop. 28. Dive/rescue door 34. 29. Chafe plate at dive/rescue door opening 34. 30. Battery system for single engines, one starting and one auxiliary, including 2 on/off battery switches, 2 battery boxes and trays, battery cables and terminals for 1 engines and 2 batteries, splashwell rigging boot (where applicable), and isolator. 31. Maintenance-free wet cell starting batteries, Group 24, 1000 MCA. 31. Maintenance-free wet cell deep cycle battery, Group 27, 115 amp hour. 33. 3 12-volt outlets. 34. Raymarine interactive E-80 or equal flush mount. 35. GPS Raystar 125 GPS/WAAS receiver antenna or equal. 36. Raymarine DSM30 w transom transducer or equal. 37. Heavy duty aluminum trailer with torsion axles to include stainless steel disc brakes on one axle, spare tire and carrier, upright guides, hand winch, and bearing protection system. Quantity to be Delivered. The Contractor shall deliver 1 Water Safety Patrol Boat under this solicitation. Delivery Location. The Patrol Boat shall be delivered to the U.S. Army Corps of Engineers, Vicksburg District facility at Grenada Lake (specific delivery instructions will be provided upon award.). Desired delivery date is as soon as possible, but in no case later than 30 June 2009. Submittals. The Contractor shall submit the following information with the bid package to verify that the proposed boat as well as the Contractors plans for delivery meets the requirements of this solicitation. Product Data. The Manufacturers technical data and catalog cuts describing the salient features listed in this solicitation. If the manufacturers data does not specifically address the salient features listed, a signed statement from the manufacturer stating that the units comply with the requirements for the salient features will suffice. The signed statement must specifically mention each salient feature by name. Schedule for Delivery. The schedule shall show the date the boat will be delivered. Standard Products. Materials, equipment and units shall be the standard products of a manufacturer regularly engaged in the manufacture of such products and shall essentially duplicate items that have been in satisfactory use for at least 5 years prior to receipt of quote. Warrantee. The Patrol Boat to be supplied under this contract shall include the manufacturers standard warrantee on materials and workmanship. Award shall be made to the responsive and responsible offeror whose quote is determined to offer the best value to the Government considering conformance to technical specifications, delivery schedule, and price. The Clause 52.212-2, EvaluationCommercial Items is applies to this acquisition. Offeror shall submit with his/her quotation sufficient technical literature, brochures, product descriptions, etc. to enable the Government to determine technical acceptability. FAR Provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer.
