Description
THIS IS A SOLE / SINGLE SOURCE, NON-COMPETITIVE NOTICE. This notice of intent is not a request for competitive proposals. This sole / single source, non-competitive notice is prepared in accordance FAR Parts 5 and 13. This notice of intent is not a request for competitive proposals. FAR Part 6 – Competition Requirements, is not applicable to contracts awarded using the simplified acquisition procedures of FAR Part 13, not expected to exceed the simplified acquisition threshold. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-30. The period of performance for the oral surgeon services is April 29, 2009 - September 30, 2009. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000.00. The intended procurement will be classified under North American Industry Classification System code 622110 with size standard of $7.0M. Market Research conducted by the Government in accordance with the Federal Acquisition Regulations (FAR) Part 10, Market Research, has determined that the sole / single source reference, is currently the only company that can provide the services / items specified herein. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA) for the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a sole source noncompetitive basis to University of Maryland Medical Center Corporation, 250 W. Pratt St. Ste 2400, Baltimore, MD 21201, for the services of an oral maxillofacial surgeon to perform a wide range of oral surgical needs for the NIDCR patients as well as patients from other institutes throughout the NIH Clinical Center. The continuation of oral maxillofacial surgical services allows NIDCR and its clinical investigators to continue their clinical research under protocols #06-D- 0144 (Diagnosis, Evaluation and Treatment of Patients in need of Third Molar Removal) and #04-D-0267 (Clinical Research Core Dental Screening Protocol). These collaborative studies will be very important to the overall success of this research. National Institutes Dental and Craniofacial Research primary missions are 1) to develop, facilitate and conduct NIDCR clinical and translational research projects; (2) to serve a lead role in Clinical Fellow training; (3) facilitate NIDCR clinically related research projects; and (4) to provide excellent oral health care and consultative services to patients enrolled in various clinical research programs at the National Institutes of Health. The sole source determination is based on the need to continue the ongoing research under protocols #06-D- 0144 and #04-D-0267 that the University of Maryland Oral Maxillofacial Surgeons are familiar with and are currently credentialed with the Clinical Center. Credentialing can take as many as 60 days to complete. NIDCR is currently without an oral surgeon, a function that is vital and critical to the clinical research programs. It is to the government’s best interest not to change the Contract at this time so that the integrity of the research will not be jeopardized. The individual for this position will meet the following requirements: The individual for this position will meet the following requirements: a.possess a DDS/DMD, or equivalent degree, with Board Certification or Board Eligibility in oral-maxillofacial surgery b.possess expertise in oral pathology, oral medicine, and surgical techniques c.possesses an active U.S. dental license d.be able to provide oral maxillofacial surgical services and/or expertise as follows: i. consult with NIDCR clinical staff on dental patient surgical-related care ii. provide clinical protocol-driven and consultative oral diagnosis, oral medicine and oral/maxillofacial surgical care to NIH patients (both in the outpatient clinic and the hospital operating room), including head and neck biopsies, tooth extraction, and iliac crest bone biopsies, sialograms and sialoscopy iii. advise the Clinical Director on patient related issues that involves oral–maxillofacial surgery iv. consult with NIDCR assigned medical personnel v. perform surgical activities within the NIDCR Dental Clinic. vi. manage dental/oral surgical emergencies vii. be available for “on call” services for the NIDCR Dental Clinic viii. document all relevant NIDCR patient records as required by the NIH Clinical Center and the NIDCR ix. ensure proper credentialing through the NIH Clinical Center The services will be provided one (1) day per week, generally on Wednesday, from 7:00 a.m. to 1:00. There might be a rare expectation of evening or weekend “on call” for this position as needed. All inquiries will initially be handled by an NIDCR staff dentist; if the inquiry requires the surgeon to be contacted, a minimum bill time of one (1) hour for telephone calls will be allowed. If the inquiry requires the surgeon to come to the NIDCR, a minimum bill time of three (3) hours will be allowed. Interested parties may identify their interest and capability to respond to the requirement or submit a response. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
