*****SEEKING SOURCES ONLY****** This Sources Sought Notice is for information purposes only and shall not be construed as a solicitation or as an obligation on the part of the General Services Administration. The purpose of this Sources Sought is to seek the availability and capability of business concerns that are interested in and capable of performing the work described herein. Provide technical support for the Air Force Research Laboratory (AFRL) AT/SPI Technology Office (AFRL/SNT) in fulfilling its mission in protecting the Department Of Defense (DoD) computer software against theft, tamper and reverse engineering as well as preventing, deterring, or delaying the exploitation or reverse engineering of critical technologies in US weapon Systems. Specifically, the Contractor is required to perform Sustainment and Long Term Requirements that includes, but is not limited to, (1) Outreach - providing managerial and oversight to sponsor, organize, and execute informational forums to provide program overviews and support the exchange of technical information; and (2) Education and Training - includes providing managerial and technical support to develop and execute training/educational courses a nd materials to assist program managers and engineers to identify and implement protection technologies and techniques and to support the establishment of AT and SPI technologies, processes and policies into standard DoD practices. The Contractor shall also provide (1) administrative support that includes providing on-site administrative support that includes scheduling meetings/visits, preparing /reviewing correspondence, maintaining administrative files, escorting visitors, preparing travel orders and vouchers, preparing and reviewing financial documentation and reporting, developing and maintaining financial spreadsheets, performing financial analysis and participating in financial reviews and planning sessions, (2) project management support that includes providing program/project office support and oversight in the development, administration, and execution of program requirements, program structure, acquisition approach, risk management/assessment, milestone reviews, documentation and reports, resources, design considerations, support strategies and contract approach, and (3) requirements support that provides program/project office support and oversight in the development, administration and execution of program technical and functional requirements and strategies. This includes, but is not limited to, the following: budget, cost and financial management planning and tracking, technical contract management support, technical support control and risk management. The place of performance will be performed primarily at the Software Protection Center (SPC) located near Wright-Patterson Air Force Base, Ohio. However, occasional work may be required at the Contractor site. The period of performance is estimated to be sixty months. There will be one base year consisting of 12 months and four option periods, consisting of twelve months for each option period. THIS IS NOT A REQUEST FOR TECHNICAL OR QUOTES. The RFQ will be issued in ITSS. This is a request for interested potential offerors to submit a brief capability statement demonstrating their ability to meet the requirements in the draft Statement of Work (SOW). Capability statements should clearly demonstrate the offeror's ability to fully meet the requirements specified above. This is not a request for proposals. The intention of this announcement is to survey the market for potential offerors. It is MANDATORY that all responding vendors be registered in GSA's IT-Solutions Acquisition System (ITSS). The website is http://it-solutions.gsa.gov. The HelpDesk phone number is 1-877-243-2889. FAILURE TO REGISTER IN ITSS WILL RESULT IN YOUR COMPANY NOT BEING SOLICITED. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. A copy of the capability statement must be received at the address identified in this synopsis no later than February 10, 2009 at 5:00 p.m. This synopsis is for information and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited.
