- The US Army, Army Contracting Command, Joint Munitions and Lethality (JM&L), Contracting Center, Picatinny Arsenal, NJ, anticipates issuing a Request for Proposal (RFP) for Engineering Services in support of Advanced Materials and Processes for Armament Structures (AMPAS). The proposed contract action is for services for which the Government intends to solicit, negotiate, and award on a sole source basis with American Engineering and Manufacturing, Inc., 4622 French Creek Road, Sheffield Village, Ohio 44054, under the authority of 10 U.S.C. 2304 (c)(5) as implemented by FAR 6.302-5(a)(2)(i), Authorized or required by statute. This action is also applying the authority of FAR 6.302-5(b)(6), Sole Source awards under the Veteran Benefits Act of 2003. The purpose of the AMPAS program is to develop and deliver lower cost titanium production within the US Armys Industrial Base. AMPAS supports the maturation of technologies in atmospheric furnace control, material handling, titanium chip processing, and rolling in order to improve titanium productivity. The RFP will be for a period of performance of 12 months from the date of award. This notice of intent is not a request for competitive proposals. Note that this is not a solicitation and does not obligate the Government to issue a solicitation.
