Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912l7-09-T-0022 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. This requirement is being advertised as a unrestricted acquisition; the North American Industry Classification System (NAICS) Code is 532111 with a Small Business Size Standard of twenty five million five hundred thousand dollars ($25,500,000.00) per year. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 252.212-3 Offeror Representations and Certifications-Commercial Items, FAR 252.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive OrdersCommercial Items (JUN 2006) (Deviation), FAR 52.208-4 Vehicle Lease Payments, FAR 52.208-5 Condition of Leased Vehicles, FAR 52.208-6, Marking of Leased Vehicles and DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUL 2006) (Deviation). Quotes are due in this office no later than 4:30 PM Central Daylight Savings time, Wednesday, March 4, 2009. They can be emailed to Randal.Halbrooks@ng.army.mil or facsimile to 615-313-2659. Offers will be evaluated using the evaluation criteria outlined in FAR 13. The award will be made to the vendor whose proposal is most advantageous to the Government. The evaluated non-cost factors for this acquisition shall be sufficiency, and availability. Past Performance will not be an evaluation factor in this acquisition. To be determined sufficient for this requirement, offers shall be able to comply with all of the requirements listed in the statement of work. The Point of Contact referencing this solicitation is Randal Halbrooks at 615-313-2628. The Government intends to enter into a three (3) year Blanket Purchase Agreement (BPA) for the lease of 4 sedans and 4-15 passenger vans. The BPA Master Dollar Limit shall be $256,563.20. The BPA Call Limit shall be $100,000.00. The Government may issue a BPA Call for one (1) vehicle for a one (1) month period or a BPA Call for more than one vehicle for multiple months up to the BPA Call Limit specified. The statement of work for this requirement is as follows: TN-PTAE LEASE VEHICLE STATEMENT OF WORK C.1.0 SCOPE. The contractor shall provide, by lease or rental, four (4) sedans, four door model commercial-type vehicles and four (4) 15-passenger vans, gasoline powered only for the exclusive use of the Tennessee Army National Guard Pre-mobilization Training Assistance Element (PTAE) personnel who support unit pre-mobilization training. C.2.0 BACKGROUND. The mission emanates from the Pre-Mobilization Training Assistance Element (PTAE) requirement to provide pre-mobilization training to units in their Army Force Generation Model (ARFORGEN) Mobilization (M)-1 year. This support extends throughout the state of Tennessee and at times neighboring states for various training events. C.3.0. REQUIREMENTS C.3.1 Number and Type Vehicles Required. Four (4), mid-size sedans, gasoline powered only commercial type capable of supporting at least five (5) passengers and overnight bags with standard accessory package that includes Power Steering, Power Brakes, Automatic Transmission and Air Conditioning, Power Windows and Door Locks, AM/FM/CD radio and at least two twelve volt (12V) Cigarette lighter style chargers for electronic equipment The vehicles must be of 4-door design capable of seating two adults in front and 3 adults in the rear passenger seats. In addition four (4), fifteen (15) passenger vans, gasoline powered only commercial type with standard accessory package that includes Power Steering, Power Brakes, Automatic Transmission and Air Conditioning, Power Windows and Door Locks, AM/FM radio with CD player and at least two twelve volt (12V) Cigarette lighter style chargers for electronic equipment. Vehicle must be able to seat fifteen (15) personnel and have removable bench seats in order to facilitate cargo space to transport equipment. C.3.2 Special Vehicle Requirements. V6/V8 Engine gasoline powered. Lease to include the standard maintenance package, which includes such things as, scheduled services, tire replacement if necessary, and repair of flat tires. Spare tire for each vehicle will match the manufacturers equipped tires. Vehicles must be of recent model and no more than 2/3 years in service. If a vehicle experiences mechanical problems more than once over the life of any resultant contract it shall be replaced at the option of the user. Vehicles must be new or of low mileage (less than 10,000) when placed on contract. Color requested is white, Gray and/or Silver, Tan and/or light brown; vehicles can not have any reflective or distinctive makings. C.3.3 Location of Vehicle Requirements. All vehicles are to be kept at designated National Guard Armory locations throughout the state or at designated training sites while in support of pre-mobilization training. One (1) of each vehicle, sedan and van at the following locations: Memphis, TN, Smyrna, TN, Knoxville, TN, and Nashville, TN. C.3.4 Vehicle Distribution. The Contracting Officers Representative (COR) will be responsible for ensuring the contractor is informed of the names of the individuals authorized to sign for the vehicles. The contractor will ensure that only authorized personnel with a valid state drivers license sign for the vehicles. The rental contract/lease agreement between Car Rental Agency and the Government Employee indicated as authorized driver by the COR will be reflected as the primary driver/lease holder(s), on the lease agreement. C.3.5 Vehicle Mileage. The Government expected usage is 2000 miles per month per vehicle. C.3.5.1 The Government requires unlimited mileage for each vehicle. C.4.0 SPECIAL PROVISIONS/REQUIREMENTS C.4.1 Petroleum. The Government shall be responsible for furnishing gasoline, motor oil, antifreeze and similar items if they are required outside of routine or emergency maintenance. Any requirements for a particular type of petroleum to be used in any of the vehicles provided shall be clearly identified by the vendor in writing to the COR prior to the performance of this contract. The vendor shall be responsible for any petroleum products required during vehicle maintenance. C.4.2 Maintenance. The cost of routine and emergency maintenance shall be the responsibility of the vendor. C.4.2 Insurance The rental car agency shall maintain in force insurance coverage that protects the United States Government and its employees against liability for personal injury, death, and property damage arising from the use of the vehicle. C.3.5 Payments Payments shall be computed on a monthly basis. The vendor shall submit monthly invoices to the Vendor Exam and Pay division of the United States Property and Fiscal Office which shall be paid in accordance with the Prompt Payment Act. C.3.6 Legal Compliance. The vendor shall be responsible for compliance with all pertinent State and local laws concerning the rental or lease of motor vehicles. Vendors who respond to this solicitation should provide a price per each type of vehicle per month. Please provide Dun and Bradstreet number, tax identification number, CAGE code and a copy of your Offeror Representations and Certifications with quote.
