- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the National Asphalt Pavement Association (NAPA) for the Co-Sponsorship to conduct and organize the workshop on Recycled Asphalt Pavements and Warm Mix Asphalt and Hot Mix Asphalt. HMA developed the HMA and the WMA through concrete communities, specifically designed for engineers, contractors, binder suppliers and asphalt products. Additionally, HMA designed, created the advertisement and will be disseminating the workshop materials. HMA will be providing their own facilitators and logistics. HMA is the only source who has the expertise and history to conduct the conference. All responsible sources may submit a response identifying their interest and capability to respond to the requirement. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $25,000.00.
