- 1.0SUBJECT The TRICARE Management Activity (TMA) is conducting market research to determine current functionality of commercial entities offering a clinical knowledge base that may provide for an Electronic Clinical Reference (ECR) for the Military Health System (MHS). TMA is also interested in information regarding additional capabilities of existing commercial products that can contribute to an electronic clinical knowledge-base. Responses are due to this RFI by 4:00 PM on March 2, 2009. See section 6.0 for further information. 2.0DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP, as well as those regarding the nature of the products reviewed for this ECR initiative will not be entertained. 3.0DESCRIPTION TRICARE is the DoD health care plan using military health care as the main delivery system augmented by a civilian network of providers and facilities serving uniformed service members, their families, retired military, and their families worldwide. TRICARE Management Activity (TMA) is the DoD organization responsible for managing the TRICARE health care benefit. This includes integrating state of the art technologies to enhance patient safety, efficiency, and cost effectiveness. TMA is seeking information from industry that will assist in the development and deployment of a centralized ECR solution within the MHS. An Electronic Clinical Reference is defined as: A comprehensive clinical reference tool that provides clinical knowledge, including, but not limited to: Drug Information Disease Information Treatment guidelines. Toxicology Information Additionally, TMA encourages responses to include information on other capabilities and functions of a commercial ECR product that can contribute to an electronic clinical knowledge-base for the MHS. Responses should also include information regarding any similar DoD contracts that the responder is currently a part of, and/or relevant past DoD project experience. 4.0REQUIREMENTS This section enumerates the functional requirements for an enterprise-wide ECR. Functional "Provide comprehensive Drug Information. "Provide comprehensive Disease Information. "Provide comprehensive Treatment guidelines. "Provide comprehensive Toxicology Information. "Provide other appropriate reference information based on current standard clinical practices. System "Ability to integrate with DoD enterprise-wide systems, including a uniform link with the RxCOTS product and AHLTA. "Accessible via a variety of distribution platforms; Internet, PDA, etc. The Government is open to alternative concepts for solutions that meet these requirements. The Government encourages creativity and outside the box thinking in responses to this RFI. This RFI seeks information about approaches that could meet the functional requirements with additional levels of sharing of personnel, equipment, and connectivity paths. In doing so, the Government seeks to understand the tradeoffs among risks, costs (initial and ongoing) and alternative technical architectures that incorporate increasing degrees of sharing. The purpose of this RFI is to gather information about those requirements enumerated above.
