- NECO SYNOPSIS (FOR SOLE SOURCE) The Wastewater Management Department Code (633) at Carderock Division, Naval Surface Warfare Center (NSWCCD) has been tasked to provide the SIGRIST-Photometer AG OilGuard Ex M which Peak Process Controls Inc. recognized especially for Technology Identification and Assessment Process (TIAP). The Wastewater Management Department Code (633) has been tasked by the Naval Sea Systems Command (NAVSEA) 05P25 to evaluate the performance and long term reliability of the OilGuard Ex M while processing the DTRC #4 oil mix and other contaminants commonly found onboard Navy ships. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to Peak Process Controls Inc. Peak Process Controls Inc. is also the sole owner, developer, maintainer, and distributor of the SIGRIST-Photometer AG, OilGuard Ex M, 15 ppm OCM. The OCM is approved and certified in accordance with the latest International Maritime Organization (IMO) resolution MEPC.107 (49). The OCM is also approved by the United States Coast Guard. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
