Description
NATO Supreme Allied Commander Transformation Headquarters (HQ SACT) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of contractor support (information analyst) for the Maritime Situational Awareness (MSA) Integrated Project Team (IPT). The analyst is required to develop and produce an Interoperability Study and Profile that documents the interoperability aspects identified by other MSA Concept Development Plan Study areas as well as the vertical interoperability required with Maritime Command and Control in a NATO Network Enabled Capability (NNEC) services-oriented environment. HQ SACT is serving as the contracting agency for this project, which was authorized by the MBC. HQ SACT intends to use the sealed bidding (two envelope) procedure. The contract is a Firm Fixed Price (FFP) level of effort. Partial bidding is not authorized. The estimated cumulative value of this project is Euro 244, 640. The reference for this project is IFIB-ACT-SACT-09-11 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the same reference. Eligibility is limited to companies that have been pre-approved for participation in NATO International Competitive Bidding (ICB) by the Department of Commerce and that have performed similar contracts within the last three years substantially similar in scope to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation, possess at least a valid NATO SECRET level security clearance, and have appropriate professional training and experience in a related field. Please note that it is the responsibility of the contractor to ensure that the Defense Industrial Security Clearance Office (DISCO) forwards to HQ SACT the NATO clearance certifications for all personnel assigned to the contract. The IFIB package will contain material at the level of NATO UNCLASSIFIED. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the contracting agency for NATO ICB projects. Its role is to approve for participation in NATO ICB those facilities that are located within the United States. Only facilities that have first been approved for participation in NATO ICB may be nominated to the bidders list for a NATO ICB project. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. Using the contact information indicated on the DOE, the NATO contracting agency will contact the firm directly when the IFIB has been issued. IMPORTANT DEADLINES 1. Please request a Declaration of Eligibility by: 26 March 2009 Please note that under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date. 2. Period of Performance: 01 June 2009 - 31 May 2010 with the possibility of one option year (01 June 2010 - 31 May 2011)
