Description
Draft Contract including the Statement of Work Draft Contract Cover Page The United States Section, International Boundary and Water Commission (USIBWC), hereby requests proposals for the removal and disposal of biosolids (sludge) located at the Nogales International Wastewater Treatment Plant (NIWTP, Rio Rico, Arizona using commercial practice, Federal Acquisition Regulation subpart 12. The contractor shall provide all labor, supervision, materials, equipment, supplies, and transportation necessary to perform for the removal, and daily disposal of sludge produced from the NIWTP. Sludge will be removed as dewatered digested sludge with a minimum of 16% solids, estimated at 21,000 wet tons/year (3,365 dry tons per year). The NIWTP does not have storage capabilities for the sludge and will therefore have to load sludge trailers directly from the belt presses. The contractor will need to either a) keep a sufficient number of trailers on site for NIWTP personnel to fill with sludge and move with NIWTP equipment until such time as the contractor can retrieve them on a daily basis or b) cycle sludge hauling trailers and trucks through the plant such that there is a truck being loaded and a truck waiting to be loaded on a daily basis. Operations of belt presses will occur Monday through Friday during normal business hours. Removal and disposal of all sludge will be in accordance with the Arizona Department of Environmental Quality (ADEQ) Pollutant Discharge Elimination System (AZPDES) Permit and Aquifer Protection Permit for the NIWTP. Sludge produced by the NIWTP is Class B Sludge as defined by 40CFR part 503 that can be disposed by land application to agricultural lands not used for human consumption crops, or at a landfill disposal site. This is a small business set-aside. The North American Industrial Classification System (NAICS) code for this procurement is 562219, and the size standard is $630,000 per year. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov. Solicitation guidance and information is as follows: •The firm date for receipt of bids is Friday, March 27, 2009, 5:00 P.M. Mountain Time. •Offerors are urged and expected to inspect the site where the work will be performed. An organized site visit will take place on March 11, 2009, 9 am, Mountain Time. Offerors who intend to inspect the site shall submit their intent and attendant names via fax or email to the Contracting Officer no later than March 6, 2009, 5:00 P.M. Mountain Time. Each vendor shall be limited to 3 participants or less. •IBWC shall not hold meetings with perspective bidders. •Telephone questions shall not be accepted. •All email correspondence submitted shall contain the following format; "RFP Number, Topic, Company Name." Example: "IBM09Q0005-TOPIC-Company" •The International Boundary and Water Commission shall not solicit nor accept proposals for a portion(s) of the project. •Technical questions shall not be accepted after Friday, March 13, 2009, 5:00 P.M. Mountain Time. All contractual and technical questions must be submitted in writing to joshuasoto@ibwc.gov or by fax (915) 832-4192. Telephone questions will not be accepted. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 2003 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
