Description
Small Business Sources Sought: This is a Sources Sought announcement only seeking Small Business responses in order to determine Small Business participation in the acquisition. The Mission and Installation Contracting Command (MICC) Center Fort Eustis intends to procure the following services under a multiple award indefinite delivery/indefinite quantity (ID/IQ) contract. The Distributed Learning Directorate (dLD) located at Fort Monroe, VA anticipates a requirement for support contracts to provide innovation and modernization of training by performing research, analysis, and design functions for training development, staff and faculty development, and training modernization to include advanced concepts. The place of performance is Fort Monroe, VA. The anticipated period of performance is a base period of twelve (12) months and four (4) one-year option periods. General tasks to be performed and indentified in each individual task order are listed below: Analytical Support: The contractor shall develop and analyze training requirements and training assessments to include Instructions System Design (ISD) models, concept studies, input to Mission Area Analyses (MAA), Functional Area Analysis (FAA), functional needs analysis (FNA), functional solution analysis (FSA), and Preliminary Quantitative Analyses (PQA) to establish the definition of training technology needs, documentation of initial concept documents development of Qualitative and Quantitative Personnel Requirements Information (QQPRI), Facilities Requirements or Basis of Issue Plans (BOIP). Testing: The contractor shall develop test plans; review and analyze submitted test plans and reports; develop the Test and Evaluation Master Plan, and monitor on-site testing and preparing independent training test reports. Software Support: The contractor shall research, analyze, design, and develop software and database applications resulting from research and analysis of training transfer studies, training related advanced technology demonstrations, and DoD high-level architecture initiatives. The contractor shall maintain the Quality Assurance Accreditation Database Tool. Sustainment Programs: The contractor shall develop and training sustainment programs to include training on the use of new technology, immersive training design and development, and training on how to teach adaptive thinking strategies to Government personnel. The contractor shall develop materials and conduct courses to certify support and proponent Staff and Faculty personnel from the Intern through Senior Training Manager Levels. Training: The contractor shall train and provide training to U.S. Army Training and Doctrine Command (TRADOC) proponent schools in the procedural development of Total Army Training System courseware for distributed learning. In addition, the contractor shall train and recommend certification for TRADOC proponent school training developers in training development and reconfiguration process for monitoring and overseeing distributed learning courseware development. The contractor shall recommend certification for proponent Staff and Faculty personnel. Technical Support: The contractor shall provide analytical and technical support in resource planning, implementation, documentation, and evaluation of Classroom XXI modernization program. The contractor shall provide analytical and technical support required in the development of AS IS and TO BE Integrated Definition Model IX process and data models that document and define existing or proposed training and training management systems. Strategic Concepts: The contractor shall identify and document concepts and strategies to accomplish Army Modernization Training, to include training for new and displaced equipment, doctrine and tactics, and sustainment for new or displaced material systems. Program Management Assistance: The contractor shall provide administrative assistance in support of Class Room XXI Program, Army Training Information Systems, The Army Distributed Learning Program, Army Career Tracker, and International Army Programs. The contractor shall provide assistance in the translation to foreign Very Important Person/General Officer level visits and briefings, and Army-to-Army bilateral staff talks. FOR INFORMATIONAL PURPOSES: The designated NAICS Code is 541512 (Computer Systems Design Services) with a size standard of $25 million. Your response is limited to 20 pages and shall include the following information: * Size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), * Revenue for last three years. * Relevant past performance on same/similar work dating back to the last three years and your companys capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately.
