- Evaluation Factors Description of the non-personal services to be provided Synopsis to International Program Coordinator PFP Consortium of Defense Academies and Security Studies Institutes The George C. Marshall Center (GCMC), Garmisch-Partenkirchen has a requirement for non-personal services and management required to support the planning and execution of the international programs of the Partnership for Peace Consortium (PfPC). A draft Performance Work Statement (PWS) and draft evaluation factors are attached to this announcement. The selection process anticipated will be a best value trade-off process. The proposed evaluation factors include the following: 1) English Language Proficiency; 2) Experience (2.1 Working with Former Communist Countries, 2.2 Teaching, and 2.3 Organizing International Events); 3) Past Performance; 4) Education; and 5) Price. The technical evaluation factors will be evaluated in terms of the qualifications presented for the International Program Coordinator. Factor 1 will be evaluated on a Pass/Fail basis. The remaining technical factors will be evaluated using adjectival ratings and are listed in descending order of importance. The sub-factors for Factor 2 are listed in descending order of importance. All technical factors when combined are more important than price. It is anticipated that the Marshall Center will post the solicitation on or around 17 March 2009 and responses will be due on or around 07 April 2009. The anticipated period of performance of the award is one base year (12 months) and four one year options. The start date for this requirement is anticipated to be 60 days after date of contract award. All prospective contractors must be registered in Dun and Bradstreet (D&B) prior to award of the contract. It is recommended that the prospective contractors also register in the Central Contractor Registration (CCR) database prior to award. It is also recommended that foreign companies or individuals obtain a North Atlantic Treaty Organization (NATO) CAGE (NGAGE) code at http://www.ccr.gov/International.aspx. Additionally, contractors currently registered in CCR should update their registration annually. To register or update your company's D&B and CCR record, go to http://www.ccr.gov/.
