Description
Notification is provided of the intention of the U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) to issue one sole source award for a firm-fixed price simplified acquisition procurement purchase order to Riegl USA Inc located in Orlando, FL under the authority of 10 U.S.C. 2304(c)(1). ERDC/CRREL has research and engineering expertise in the acquisition, processing and development of 3D LiDAR products and hardware, respectively to support the global USACE mission of the application of next generation LiDAR sensor phenomenology and technology with the design and development of a geospatial database to support 3D LiDAR data ingestion and dissemination of a database to support 3D LiDAR data and data products specifically involving the use of full-waveform LiDAR data acquired from a ground-based imaging system which offers the ability to acquire unlimited number of returns during the acquisition process allowing filtering of vegetation, terrain characterization and object identification. This order is to purchase Riegl VZ-400a ground-based LiDAR system with a full-waveform capability. The required unit must have the following capabilities above and beyond a typical pulsed laser diode imaging system. "Signal processing with Echo Digitization and Full-Waveform capabilities "Online full waveform Analysis: Digital processing "Unlimited number of returns per pulse "Up to 125KHz sampling rates "360 degree horizontal x 100 degrees field of view "Multiple target capability "Integrated inclination sensor Other necessary requirements: "Ruggedized enclosure for adverse operating conditions "IMU mounts and GPS synchronization ports "Wireless operation "Built in GPS sync antenna "External rechargeable battery "Necessary processing software to collect and register scan data to global coordinate systems.
