Description
The U.S. Army Medical Command (MEDCOM), Center for Health Care Contracting (CHCC) has a requirement for Human Immunodeficiency Virus Type 1 (HIV-1) and Virus Type 2 (HIV-2) testing and reporting services. CHCC intends to issue a Single award, Indefinite Delivery, Indefinite Quantity, Task Order Contract for Non-Personal Services. The contractor shall provide all qualified personnel, services, materials, equipment, supplies, transportation and facilities necessary to perform testing and reporting services for the detection of antibodies against HIV-1 and HIV-2 employing Food and Drug Administration (FDA) approved tests and methodologies. The contractor shall perform initial and repeat reactive screening tests on serum specimens submitted by designated activities to include Army (Active and Reserve components) and other Defense or Federal Agencies. Screening test(s) will employee microplate technology, and an Enzyme Immunoassay (EIA) methodology utilizing recombinant proteins and synthetic peptides for the detection of antibodies to HIV-1 (Groups M and O) and/or HIV-2 in human serum and plasma. HIV-1 Western Blot testing is required for repeat reactive screening tests from United States Military Entrance Processing Command (USMEPCOM) sites. The Contractor shall submit test results via an on-line Laboratory Information System (LIS) that is in compliance with the Health Insurance and Accountability Act of 1996 (HIPAA) and is compatible with and able to interface directly with the Composite Health Care System (CHCS) (or other current Government LIS) located at each Submitting Activity (SA). The Contractor shall have the capability to provide direct courier delivery services for CONUS/OCONUS sites meeting all domestic and international regulations and military facility security requirements for delivery of specimens, materials, equipment and reports. As a minimum, the Contractor shall be registered, licensed, and/or accredited by the following organizations: (1) CLIA License for High Complexity Testing; (2) College of American Pathologists; (3) CDC Permit to Import/Transfer Etiologic Agents. Estimated quantities exceed 1,000,000 tests annually. The entire solicitation including all attachments and amendments will be made available electronically only through the FedbizOpps (http://www.fbo.gov/) and ASFI (https://acquisition.army.mil/asfi/) websites. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors interested in submitting a proposal on the solicitation must have a Commercial And Government Entity Code (CAGE Code). The anticipated contract period of performance will have a 90 day transition period, a one year basic period, three one year option periods and one 9 month option period. Note: The government is studying the possibility of bringing these services in house after September 2011. The solicitation will be released on or about 18 Mar 09.
