- SOURCES SOUGHT SYNOPSIS: This Sources Sought announcement is part of a market survey for information only to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The US Army Corps of Engineer, Alaska District is seeking sources for providing value engineering and charrette facilitation services during the conceptual and early design phase of design/construction projects and feasibility studies completed for Military, Federal, and local government customers statewide. The purpose of this sources sought synopsis is to gain knowledge of interest, capabilities, and qualifications for those A/E firms who may be interested in providing such services in an effort to finalize an appropriate acquisition strategy for such an engineering services contract. The Government intends to use responses to this sources sought synopsis and appropriate contracting and business processes to complete an open presolicitation notice in the near future for an indefinite delivery indefinite quantity A/E services contract. PROJECT INFORMATION: The AE will be required to have flexibility, and capability to be available on an as-needed basis. Typical types of services to be provided are value engineering, studies of project features and design systems, and leading/facilitating charrettes. The services could also include facilitating an early concept 0% to approximately 20% design functional analysis, architectural charrette workshop using VE methodology. The site locations for the described services will be within the State of Alaska, primarily in the Anchorage and Fairbanks areas. CRITERIA: (A) Professional staff with the following minimum required qualifications: 1 team leader, from any engineering discipline, who must be a Society of American Value Engineers (SAVE) (known as SAVE International) C ertified Value Specialist (CVS); and, a suitable number of Technical Recorders capable of taking electronic notes during meetings and providing report preparation services. (B) Experience and technical competence on DOD, Alaskan, and other contracts in: preparing VE studies as the lead role; leading/facilitating the programming/design charrette process; technical writing and report preparation; and, electronic distribution of documents. (C) Experience and demonstrated competency with LEED Green Building Rating System. (D) The offeror is encouraged to provide further detail on additional qualifications or experience not listed above, but which may be pertinent to the project description provided above. (E) Further, any potential offeror who is unable to meet all criteria listed above and who is genuinely interested in submitting for this sources sought notice is encouraged to do so, highlighting their strengths and demonstrated abilities and summarizing reasons for their inability to meet listed criteria. ESTIMATED CONTRACT RANGE: Between $1,000,000 - $1,500,000 contract limit. Work will be issued by negotiated firm fixed price task orders. ESTIMATED CONTRACT DURATION: 3 years North American Industry Classification System (NAICS) code is 541330. Small Business Size Standard is $4.5 million.
