- This synopsis is being posted to both the Federal Business Opportunities (FBO) page and the Navy Electronic Commerce On-Line (NECO) site. FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. The Specialty Center Acquisitions NAVFAC (SCAN) office inPort Hueneme, CA intends to award a single fixed price contract using Best Value source selection procedures consisting of both technical and price factors which will be approximately of equal value. The work to be acquired under this solicitation is to relocate fuel pipelines at Thule Air Base, Greenland. The work includes, but is not limited to, the following elements: 1) relocate pier offloading manifold from the west end of the pier to the east end of the pier; and 2) relocate two 10 inch pier offloading pipelines from the south side to the north side of the causeway road. Two (2) optional items will be included in the pricing of the work, and will be identified in the solicitation package. The location of Thule Air Base limits exterior work to the months of June through September, although work is sometimes possible in May or October. Additionally, Thule Air Base's location demands that all supplies/personnel must be shipped/transported in/out via air/sealift. Thule Air Base is not a commercial air/sea port and there is no other access. Shipping schedules are dictated by Defense contracts, and materials and labor are not available locally. The estimated magnitude of this project is between $1,000,000.00 and $5,000,000.00. The completion date is August 30, 2010. This is being solicited as unrestricted. The North American Industry Code Standard is 237120 and the applicable size standard is $33.5 million. The Government intends to evaluate proposals and award the contract without discussions. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP, and any additional information, will be posted on the website at www.neco.navy.mil on or about 19 March 2009. No hard copies will be provided. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AND ALL AMENDMENTS TO THIS SOLICITATION. Prospective offerors MUST register on the NECO website. Plan holders list will not be faxed and will be available only at the Internet website address listed above. Anticipated award date is on or before 30 April 2009. Completion d! ate is August 30, 2010.
