Description
Description: This is a request for information (RFI) only. This is not a Request for Proposals (RFP). The US Army, Project Director Signal Warfare, Ft. Monmouth N.J., is seeking sources to provide upgrades to the existing, mounted Army Counter Radio Controlled Improvised Explosive Device (RCIED) Electronic Warfare (CREW) Duke AN/VLQ-12 (V)1 (also knows as the Duke V2) system. The purpose of this RFI is to identify existing sources to upgrade existing Duke V2 systems to maintain relevancy against new and emerging threats over a broader frequency spectrum. The Governments intent is to upgrade, and not replace, the Duke V2 system. No Technical Data Package exists for the system, however, a Duke V2 Upgrade Performance Specification and a Duke V2 Interface Control Document (ICD) are available. The Government anticipates award of the Duke V2 Upgrade effort in August 2009 as a 5-year IDIQ contract length using several contract types. This RFI is for planning purposes only and shall not be considered as an Invitation for Bids, Request for Quotations, or a RFP. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Statement of Objectives and Performance Specifications. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to award a contract based on this RFI or to otherwise pay for the information submitted in response to this RFI. The Army anticipates that the proposed system will need to meet the following: 1)Must be a production-ready system. 2)Support high volume production deliveries beginning 2Q FY10. 3)Meet all requirements contained in the Classified Performance Specification. 4)Rapidly field waveform reprogramming to address emerging threats. 5)Demonstrate compatibility with Blue Force communications and interoperability with other CREW systems 6)Programmability to support operation with various Timing Protocols 7)Ability to address multiple threats at operationally effective distances 8)Must limit additional platform integration foot print beyond existing Duke V2 size, weight and power footprint to: size(less than 1 cu ft), weight (less than 50lbs not including cables), and power (power limits defined in classified Performance Specification) requirements 9)An event logging capability for post mission analysis as well as for future emerging applications. 10)Include an antenna and mounting system that minimizes integration impact with US Army vehicles. Requested Information: Interested parties are requested to review the draft documents provided with this announcement. Vendor responses are limited to 25 written pages and should include: 1)Overall System description. 2)Performance specifications and parameters. 3)Demonstrated system performance against the above requirements. 4)Proposed systems current Technology Readiness Level (TRL) and justification to support the stated TRL. 5)Supply Chain Management methodology 6)Estimated Average Unit Production Cost (AUPC) based on the first 500 and 1000 systems produced. 7)Delivery Schedule capabilities. 8)Life Cycle Cost Estimates (LCCE) to include system integration, training impact, and sustainment. 9)Comments with regard to the feasibility of the strategies and achieving the stated goals within the periods specified to include a supporting program schedule that represents a low risk approach to meeting the objectives outlined above. 10)Submission of alternative strategies, suggestions for acceleration of system delivery, test, qualification, recommendations for economic ordering quantities, realistic schedules for production ramp up and surge quantities, and monthly production sustainment quantities. 11)Past and current relevant performance information. 12)Name, telephone number, fax number, street address and e-mail address for Program, Technical and Cost points of contact information. Responses: Interested firms who believe they are capable of providing the above mentioned services and that meet SECRET clearance requirements are invited to indicate their interest by providing: (a) company name, company address, overnight delivery address (if different from mailing address), cage code, point of contact, e-mail address, telephone number, fax number; (b) business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc); and (c) affirmation of cleared personnel. Qualified vendors must be capable of providing personnel with expert knowledge of DoD CREW systems and possess a DoD Secret facility clearance. Should the US Army pursue any future course of action related to this RFI, Interface Control Documents (ICD) for the Duke V2 system as well as the classified Performance Specification and classified Threat List, will be made available upon request. All responses shall be unclassified. All proprietary and restricted information shall be clearly marked. The closing date for this RFI is 3PM EDT on Tuesday, March 17, 2009. Pending analysis of the responses, the quality of submission, and the level of specification of the information provided, the US Army intends to conduct a Pre-proposal Conference with Industry and/or one-on-one discussions with Industry at Ft. Monmouth, NJ approximately 1 week after the RFI closing date. Please note the Army is under no obligation to conduct these sessions.
