Description
THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. THIS NOTICE IS FOR PLANNING PURPOSES ONLY AND DOES NOT COMMIT THE U.S. GOVERNMENT. SCOPE: This effort will involve new and continuation of existing tasks as they pertain to legacy support of the A-10 Aircraft Structural Integrity Program (ASIP). New tasks are those which have been or will be identified by the Air Force organic engineering team. GENERAL REQUIREMENTS: Rapid Response: Engineering communications shall be free flowing between all participating organizations. Computer system compatibility specifically: PC platform (Windows XP Professional Microsoft Office Professional MSC.NASTAN 2005 Version R2 MSC.PATRAN 2005 Version R2 Jedmics AFGROW 4.0009.13 or later PROF V3 Adobe Acrobat StressCheck 7.0 Mathcad 12 Data Transfer: The contractor shall have high-speed communications for data transfer to and from the Air Force. Legacy Data and Expertise: Legacy is defined as something resulting from, associated with, related to, and/or left behind by, the original development program for the A-10 aircraft. These tasks include but are not limited to A-10 engineering tasks that result in data deliverables. This program requires intimate knowledge of the A-10 structures and mechanical systems along with the associated design, production, and sustainment requirements. Contract Requirements: Onsite and/or off-site Aircraft Integrity expertise with intimate knowledge of the A-10. SERVICES REQUIRED: Some of the requirements are listed below. Not all of the data, computer programs, or computer systems are available from the Air Force to fulfill these requirements. • Completion of the cumulative spectra development for damage tracking from fleet introduction to current usage. • Transition validation from proprietary spectrum development software, SPEDEV, to ACStrSeq and AirStats software. • Update to ground maneuver loads from original design and validation spectra. • Comparison of Individual Aircraft Tracking (IAT) usage to cumulative spectrum usage period IV. • Update stress spectra using Turbine Engine Monitoring System/Airborne data Recorder (TEMS/ADR) data. • Provide mission ordnance updates as they apply to inertial relief for wing and fuselage spectra. • Provide evaluation on the data processing algorithms on the legacy Loads/Environment Spectra Survey (L/ESS) recorder compared to the new TEMS/ADR data acquisition system. • Provide an assessment of the mechano-structural interactions understanding the purpose behind the specific design of both the mechanical systems and structural arrangement. • Provide updates to legacy specifications and processes as they apply to aircraft sustainment. • Update aircraft loads to be more reflective of current technology loads development processes, i.e. Computational Fluid Dynamics (CFD) models with output directed toward Finite Element Models (FEMs). • Provide updates to the IAT report generating processes to include improved relational databases and validated damage growth coefficients. • Capability to perform structural teardowns as required that are consistent in scope to previously accomplished teardowns utilizing established existing processes. • Capability to perform component and materials testing tasks as directed that are both sustainment related and analysis method research in nature.
