Description
The Government intends to award a sole source contract to Philips Medical Systems, North America Company, to provide maintenance on Philips' Radiology equipment in the Biomedical and Cardiology Departments at the Naval Medical Center Portsmouth. This requirement is being set aside forother than full and open competition for the following reasons: - Philips has conformance standards that are required by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and the Federal Drug Administration (FDA). The Philips conformance standards set specific configuration guidelines, calibration levels, and performance meters for radiological and ultrasound equipment, which are not available for third party maintenance technicians. The NAICS code is 334510 and the Size Standard is 500. The contractor shall provide preventative maintenance and regular maintenance on the said equipment. The requirement will consist of one base year and four option years. Services shall start 1 April 2009. This procurement will utilize procedures under FAR 13.5, Test Program for Certain Commercial Items. This office will no longer issue a hard copy of the Request for Quote (RFQ); therefore, a copy can be obtained from website http://www.neco.navy.mil. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractor! s may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at https://www.bpn.gov.
