Description
THIS IS NOT A FORMAL REQUEST FOR PROPOSAL, THIS NOTICE IS FOR PLANNING PURPOSES ONLY AND DOES NOT COMMIT THE U.S. GOVERNMENT SCOPE: This effort will involve new and continuation of existing tasks as they pertain to modernization support of the A-10 Aircraft Structural Integrity Program (ASIP). New tasks are those which have been or will be identified by the Air Force organic engineering team. GENERAL REQUIREMENTS: Rapid Response: Engineering communications shall be free flowing between all participating organizations without corporate limitations. Computer system compatibility specifically: PC platform (Windows XP Professional Microsoft Office Professional MSC.NASTAN 2005 Version R2 MSC.PATRAN 2005 Version R2 Jedmics AFGROW 4.0009.13 or later PROF V3 Adobe Acrobat StressCheck 7.0 Mathcad 12 Data Transfer: The contractor shall have high-speed communications for data transfer to and from the Air Force. Modernization Data and Expertise: These tasks are specifically focused on structural integrity process modernization and cross-cutting efforts with other weapon systems within the 508th ASW while maintaining consistency with legacy processes. For the purposes of this document, MODERNIZATION is defined as the process involving change bringing into harmony with modern tools, processes and standards. This program requires intimate knowledge of the A-10 ASIP to include flight data processing, NDI technologies, technical data, and intimate knowledge of system modifications and the structural impacts. Contract Requirements: Onsite and/or off-site Aircraft Integrity expertise with intimate knowledge of the A-10 weapon system. SERVICES REQUIRED: Some of the requirements are listed below. Not all of the data, computer programs, or technologies are available from the Air Force to fulfill these requirements. • On-site analysis and modeling support of aircraft structural, systems, and avionics modifications as they pertain to maintaining integrity of the weapon system. Experience in both commercial and military modification and analysis practices is required. • On-site support of coupon, component, and full scale test programs with experience in all three for both military and commercial aircraft programs. • On-site support of data collection efforts through both the Individual Aircraft Tracking (IAT) program and the Turbine Engine Monitoring System/Airborne Data Recorder (TEMS/ADR) and the fielding requirements of the latter. • Non-Destructive Inspection (NDI) support with equipment and rights to Magnetostrictive Sensor (MsS) technologies and second layer inspection processes as it pertains specifically to through-bushing fastener hole inspections. • Quarterly reporting of flight data captured from TEMS/ADR in the form of metrics and comparisons to established spectra. This processing capability must be applicable to processing data for up to 356 aircraft in a cost-effective automated fashion. • Support software modifications to the TEMS/ADR recording system that is consistent with other aircraft Operational Flight Programs (OFPs). • Provide training on ASIP data collection process to field units. • Provide training and troubleshooting assistance to field units on the use of the TEMS/ADR system. • Establish serialized component baseline to be maintained by the Air Force. • Capability to perform materials testing tasks as directed that are both sustainment related and analysis method research in nature. INSTRUCTIONS FOR INTERESTED SOURCES: This Sources Sought synopsis is an invitation for all qualified sources for this requirement to identify themselves to the U.S. government as a potential offeror. All interested sources should submit a response to the U.S. Government Contract Specialist or Contracting Officer listed below. Please include a statement of interest and a brief company profile highlighting relevant experience and qualifications relating to the capability to accomplish the specified work requirements. Please also note any prior experience with U.S. Government contracts. Please limit responses to no more than 10 pages. Any information provided to the U.S. government in response to this synopsis is for planning purposes only and will not be used as a selection consideration factor in this or any other U.S. Government contract competition. Should the U.S. Government elect to pursue the subject requirement, an official Request for Proposal will be released at a later date.
