Description
NOTICE OF INTENT to Award Sole Source, Federal Supply Schedule Award Fortify 360 Software and Maintenance The Internal Revenue Service intends to award on a sole source basis a delivery order for a commercial item, to a single GSA Schedule contractor. This purchase order will be made under the Authority of FAR Part 8.404 – Use of Federal Supply Schedules. IRS’s objective is to seek a solution for identifying, prioritizing and fixing security vulnerabilities in software and managing the business of ensuring application security. This procurement is seeking to acquire Fortify 360 software to meet the following critical IRS IT Security Requirements: • Detect the broadest array of vulnerabilities by combining static and dynamic analysis. • Provide multiple detection methods to select those that deliver the fastest results for IRS unique systems and environments. • Ensure maximum code coverage with dynamic analysis by using existing test suites to identify vulnerabilities and to monitor applications in production. • Correlate and prioritize results from static and dynamic analysis deployed at multiple collection points. • Fix vulnerabilities quickly and cost-effectively by easily sharing vulnerability insights among security and development teams and integrating them into existing tools and processes. The Fortify 360 solution is the only solution which meets IRS's complex source code analysis and reporting requirements. This includes the capability to assess, monitor, and report the effectiveness of IRS's implemented technical security controls in accordance to policies and standards mandated by OMB and NIST. Therefore, the product must be validated by NIST Security Content Automation Protocol (SCAP) program (http://nvd.nist.gov/scapproducts.cfm) and meet polices mandated by OMB M-07-11 Implementation of Commonly Accepted Security Configurations for Windows Operating Systems, OMB M-7-18 Ensuring New Acquisitions Include Common Security Configurations, and Treasury Memo: Enhanced Cyber Security Controls, dated December 20, 2007. The Fortify 360 solution complies with these policies and standards. This acquisition is for Fortify 360 software solution and professional services to ensure the successful deployment of that solution across the IRS enterprise. The Fortify 360 solution is a proprietary software product owned and developed by the Fortify company. Immix Technology Group is the only Federal Supply Schedule holder for Fortify 360 software.
