Description
Contractor Support Requirements for Program Executive Office Enterprise Information Systems Operations Director, Technology Operations Division Local Area Network and Information Technology Support Request for Information 1.0 Contracting Office: Army Contracting Command, Information Technology, E-Commerce, and Commercial Contracting Center (ACC, ITEC-4), 2461 Eisenhower Avenue, Alexandria, VA 22331-0700 2.0 Introduction. The ITEC-4, in conjunction with the Program Executive Office (PEO) Enterprise Information Systems (EIS) Operations Director, Technology Operations Division (OD TOD), is seeking qualified sources to provide a full range of office automation and local area network (LAN) support and services to PEO EIS employees located at Fort Belvoir, VA, and limited support at separate locations in the National Capital Region. These services are required to support PEO EIS with activities as a result of the Defense Base Closure and Realignment Commission (BRAC). The services include the following such as: System Administration, Server Administration: Management and Maintenance; Network Administration: Management and Maintenance; Information Assurance and Operational Network Security; Customer Support; Hardware, Software, and Telecommunication Support; Configuration Management; Communications Security (COMSEC); Policy and Management; Asset Management; and other actions associated in support of IT services for OD TOD. The contractor must ensure that support and services are provided at the necessary levels to enable the end-users to perform their mission requirements without delay or disruption. The Army is currently conducting market research to determine knowledgeable, qualified, experienced, and interested potential sources capable of providing the services as described herein. The information requested by this Request for Information (RFI) will be used by the Army to facilitate decision making. This RFI is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Army will NOT be responsible for any costs incurred by interested parties in responding to this RFI. 3.0 Purpose and Objective. Responses to this RFI will assist in identifying vendors with capabilities and experience related to the required local area network (LAN) support and services. The purpose of this initiative is for PEO EIS to improve its current information technology operations and deliver the most efficient, effective, and economically sound IT support and services to the PEO EIS end-users. Our primary objective is to ensure the PEO EIS office automation resources, equipment, and LAN is operating at the necessary level to enable mission accomplishment. This includes, but is not limited to, the following disciplines: Provide a highly reliable, effective, timely, and secure office automation and Local Area Network (LAN) support and services with minimal disruption to services. Ensure office automation applications and resources are securely accessible and operating at the necessary level to enable mission accomplishment. Ensure consistent services in support of fault management, contingency planning and disaster recovery (such as Continuity of Operations Planning (COOP). Ensure the PEO EIS systems, LAN, and data are protected and secured in accordance with DoD and Army security; information assurance (IA) policies; and IA mandates are implemented in a timely and responsive manner. Ensure VTC support to include timely setup and proper operation of VTC equipment throughout the duration of the VTC session. Ensure responsive centralized customer support to provide problem resolution and information dissemination. Ensure efficient and effective support for all hardware, software, telecommunications and office automation equipment (e.g., maintenance; technology refresh). Support and assist in developing and maintaining office automation operating policies and standard operating procedures. Assure an accurate inventory of PEO EIS owned telecommunications equipment, printers, copiers, and software licenses. Identify and implement a solution which provides continuous capability improvements and makes recommendations based on future innovation and technology trends to improve the PEO EISs mission performance. Situations requiring hardware or software acquisition. 4.0 Contractors shall be provided with the maximum flexibility to conceive and propose innovative approaches and solutions. However, in some cases, there may be constraints that the Government must place on those solutions. Compliance with the latest revisions/updates to the below referenced documents is required.
