- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, Ca is soliciting proposals to procure the following on a full and open competition basis: the manufacture of one hundred fifty (150) each Thermal Lithium Batteries in accordance with Critical Item Product Specification for Battery, Thermal Lithium, NWC 2906A in support of the High Speed Anti-Radiation Missile (HARM) program missile testing.The Thermal Batteries have specific operating performance requirements, including the initiator functioning within 30 milliseconds (ms) when a current 2.00 plus 0.25, minus 0 Adc is applied at the temperature extremes specified, and the activation time being less that 1 second over the temperature range of minus 54 and plus 71 degrees C from the time of applying a current 2.00 plus 0.25, minus 0 Adc to the (S) terminals for 50 ms maximum, to that time when the voltage between the (plus) and (minus) terminals reaches 24.0 volts direct current (Vdc). The Government anticipates award of a firm fixed price contract for this effort. Range Qualification Tests, and First Article Testing will be required unless the exact product proposed by the contractor has been qualified and tested in the last 36 months at the same facility using the same processes and equipment. Delivery of the production units will be FOB Destination to NAWCWD, China Lake. Desired delivery is 180 days after contract award and required delivery is 210 days after contract award. Partial Deliveries are acceptable. Complete specifications and drawings will be included with the solicitation. The batteries shall meet the requirements of Range Commanders Counsel (RCC) Standard 319-99, dated September 1999. The solicitation or Request for Proposal (RFP) will be posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/.on or about 18 March 2009. All responsible sources may submit a proposal, which shall be considered by the agency. The response shall be submitted in writing to Naval Air Warfare Center Weapons Division, Code 210000D Attn: Helen Xiong, 429 E. Bowen Road, STOP 4015, China Lake, CA 93555-6108. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. Award is scheduled to occur on or about 01 June 2009. The offeror selected for award will be that offeror determined to be most advantageous to the Government based on a Best Value evaluation. The evaluation criteria will be provided in Section M of the solicitation.
