Description
THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BIDS. The National Institutes of Health (NIH) is conducting a MARKET SURVEY to determine the availability of Small Businesses, including, HUBZone, Service-Disabled Veteran-Owned, 8(a), and Women-Owned small business concerns capable of providing construction safety training of designated personnel covering both 29 CRF 1926 and EM-385-1-1. The NAICS code is 611519. Contractors shall indicate if they are a large or small business (if small, please indicate any applicable socioeconomic status). DESCRIPTION OF THE REQUIREMENT: The contractor shall be responsible for meeting training requirements under OSHA regulations. Training must provide personnel with the ability to utilize all necessary regulations, documents, and guides necessary for compliance with OSHA regulations. The training must meet or exceed OSHA 29 CFR 1926 requirements. Additionally the contractor will provide a thorough understanding of the EM-385-1-1 manual titled “U.S., Army Corps of Engineers Safety and Health Requirements Manual” and interpretations of all differences between OSHA regulation and the more stringent EM-385-1-1 requirements as appropriate. Some minimum topics to be covered are as follows: Fall Protection and Prevention, Scaffolding, Trenching, Confined Space, Rigging and Cranes (more will be outlined in the Statement of Work). The training format should have presentations and activity based learning. Presentations should be in a format easily projected onto a screen for viewing. Training of personnel shall occur at a NIH owned and operated facility in agreement with the contractor. Training shall not exceed four consecutive days. A class size of 40 shall not be exceeded. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1)Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2)Provide a Statement of Capability that demonstrates the offeror’s past performance in providing construction safety training. 3)Submit Capability Statements by March 13 to: National Institutes of Health, Office of Acquisition, Office of Research Facilities, ATTN: Mary Grasson, Building 13 Room 2E48, 9000 Rockville Pike, Bethesda, MD 20892.
