- The purpose of this synopsis is to notify potential offeror's of the U. S. Environmental Protection Agency (EPA), Office of Acquisition Management's (OAM) notice to issue a solicitation to provide scientific and engineering services in support of the Office of Solid Waste and Emergency Response (OSWER), EPA Regional On-Scene Coordinators (OSCs), Remedial Project Managers (RPMs), and other Agency groups. Technical support shall include on site work at EPA's Emergency Response Team (ERT) East located in Edison, NJ, and the ERT West in Las Vegas, NV and small satellite offices located in Cincinnati, OH, Erlanger, KY, and Research Triangle Park, NC as well as site specific work throughout the U.S. and at various international sites as specified by the individual work assignments. The primary purpose of this contract is to provide technical, analytical, and management support to ERT in its development and oversight of clean-up activities and evaluation of specific sites. The contractor shall be tasked in cases of national incidents to provide 24-hour response and support capability. It is the Government's intent to award one cost plus fixed-fee (CPFF) cost reimbursement type contract using an unrestricted, full and open competition. The anticipated period of performance includes a thirty-six (36) month Base Period and two potential twelve (12) month Award Terms, with a potential contract period of performance totaling eighty-four (84) months. The total dollar value of this procurement is estimated to be $152,148,000. The North American Industry Classification Standard (NAICS) code for this procurement is 541620, Environmental Consulting Services. The solicitation for this procurement is anticipated to be released on or about 15 days from the posting of the synopsis. This synopsis, amendments and other information related to this procurement as well as any subsequent procurement notifications will be posted on the Federal Business Opportunities website, at: www.fbo.gov and the EPA's website, at: http://www.epa.gov/oam/srpod/index.htm, under the Scientific, Engineering, Response & Analytical Services Contract (SERAS) link. All interested parties should check these sites frequently for updates. The anticipated award date for this requirement is on or around June 30, 2009. Contract award will be made using a best value approach, with technical capability being of greater importance than cost or price. Regardless of the competitive nature of award, the contract awarded must be technically acceptable and meet cost reasonableness standards. Potential offerors are advised that if they are a current Emergency Rapid and Response Services (ERRS) contractors, they will be ineligible for award of this contract. Offerors that work directly for ERRS contractors shall be required to identify the projects they are working on and, if appropriate, demonstrate how they will avoid, neutralize, or mitigate a potential conflict of interest in their proposal. The Government intends to host a site visit to allow potential offeror?s an opportunity to tour the Edison, NJ facility where services shall be performed. All offeror?s are highly encouraged to participate in the site visit. In no event shall failure to tour the site constitute grounds for a claim or protest after contract award. The site visit will be conducted on March 11, 2009 at 9:00 a.m. EST at EPA?s Region II facility, located at 2890 Woodbridge Avenue, Edison, NJ, 08837 building #205. Upon arrival to the site, visitors shall present photo identification to the guard and state they are there to attend the ?SERAS contract site tour?. The point of contact provided to the guard station for this visit is Mr. Andy Zownir who may contacted @ (732) 321-6740 if there are any issues. The site visit will begin promptly at 9:00 a.m. EST. Attendees are strongly encouraged to arrive no later than 8:45 AM EST. Please note that parking is available, but may be limited. Late arrivals will not be able to participate in the activities of the site visit. If you plan on attending the site visit, please note that any travel and lodging costs associated with the site visit to Edison, NJ will be the responsibility of the company. EPA will NOT cover this expense. The Agenda will consist of a limited question and answer period to address minor questions related to the requirements of the PWS ONLY. Questions pertaining to the solicitation will not be addressed. The question and answer period will be immediately followed by a tour of the Edison facility. All questions will be documented and answers posted to the website within the week following the site visit for your future reference.
