Description
The Bureau of Reclamation (Reclamation), Columbia-Cascades Area Office, Ephrata Field Office (EFO) has an immediate need and intends to negotiate one sole-source contract for enhanced security patrol services at the Columbia Basin Project and on associated Reclamation lands of the Columbia Basin Project. The NAICS code for this requirement is 561612, Security Guards and Patrol Services. Reclamation has determined under the authority of FAR 6.302-1, to negotiate a contract with Washington Department of Fish and Wildlife (WDFW) to provide support and assistance of security patrol services to be performed over 200,000 acres of federally owned land within the Columbia Basin Project. The required services would manage public use, protect facilities and resources, protect wildlife habitat, curtail vandalism to Project works, and halt pilfering of artifacts and other antiquities found on Reclamation land. Washington Department of Fish and Wildlife (WDFW) is the only security entity that is currently providing security patrol services within the Columbia Basin Project on Washington state lands that would establish a cost sharing arrangement with Reclamation. Their mission requires enforcement of State laws during the course of patrol services performed by WDFW officers. Although this contract is not for law enforcement services, Reclamation will receive benefit from such enforcement, since law enforcement services would not otherwise be performed on Reclamation lands and facilities. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this announcement will be considered by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.The anticipated period of performance under this contract will be a base year with the possibility of four 1 year option periods, for a total of up to 5 years. To take advantage of business opportunities with Bureau of Reclamation (BOR) and the Department of the Interior (DOI) you must register your firm with the Central Contractor Registration (CCR) at www.ccr.gov or call 1-888-227-2423. Contractors are required to have a Dun & Bradstreet number (DUNS) in order to be registered in the CCR database. Lack of registration prior to award may make an offeror ineligible for award. A contractor can receive a DUNS number by calling Dun & Bradstreet at (800) 333-0505. Internet registration takes approximately 72 hours; mail-in registration takes approximately 30 days. Contractors must complete an annual Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov.
