- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request For Quote (RFQ) and the solicitation number is W911S1-09-T-0008. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30 effective 15 January 2009. FedBizOps Numbered Notes per FAR Part 5.207-13(e) apply: 12 and 13. This requirement is being solicited as a small business set-aside and the size standard is $7.0. The North American Industry Classification System code (NAICS) is 561110, Office Administrative Services. The Standard Industrial Classification (SIC) is 8741, Management Services. A firm fixed price contract will be awarded. Award will be made to the proposal which offers the best value to the government. The Government also reserves the right to make no award at all. DESCRIPTION OF REQUIREMENT: Contractor shall provide all material, labor, equipment, transportation, and supervision required to provide program support to the Army Community Service, Family Advocacy Program (FAP), including administrative, technical and prevention services. Services will be performed Monday through Friday from 0745-1630. Vendors submitting quotes for consideration for this requirement must meet the following criteria: Bachelors degree in Social Sciences, Psychology, or Education with 1 year of degree related work experience or 2 years of college in Social Sciences with 3 years of work related experience. Must be able to perform duties under minimum amount of supervision from the Family Advocacy Program Manager, or other appointed representative. Vendors must have considerable knowledge of all Army Community Service programs to include: Relocation Readiness and Outreach Program, Army Emergency Relief and Personal Financial Management, Employment Readiness, Army Family Team Building and Army Volunteer Program, Exceptional Family Member Program, Family Advocacy Program (Education & Prevention, Treatment, and Sexual Assault Prevention and Response Programs). Vendors must have extensive knowledge of the following computer applications and database management: Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Database Systems: Client Tracking System (CTS), ACCESS (US Bank Credit Card), and the Family Advocacy System of Records (FASOR).
