- This will be an UNRESTRICTED procurement. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The U.S. Army Corps of Engineers FY 09 subcontracting goals are for specified percentages of the contractors total planned subcontracting amount to be placed with the following: Small Business 70.0%; Small Disadvantaged Business 6.2%; Woman Owned Small Business 7.0%; HUBZONE Small Business 9.8%; Veteran-Owned Small Business 3.0%; and Service Disabled Veteran Owned Small Business 0.9%. The work consists of removal and satisfactory disposal of material from the Calcasieu River Ship Channel and Devils Elbow and Coon Island, and operations incidental thereto. The solicitation includes alternatives for the placement of dredged material via long distance pipeline transport to either the Black Lake Beneficial Use Site and/or the upland confined disposal sites, as well as alternatives for the placement of dredged material via long distance pipeline transport to either the Sabine National Wildlife Refuge Cycle 2 Marsh Creation Site or the upland confined disposal sites. NAICS: 237990. Work is estimated to cost between $15,000,000.00 and $50,000,000.00. IFB will be issued on or about March 18, 2009, with bid opening date on or about April 20, 2009. Actual issue date will be shown when the solicitation is issued. The solicitation documents for this procurement will be posted on Army Single Face to Industry (ASFI).
