- Request for Quotation (RFQ) HTC711-09-Q-0167 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement with the attachment constitutes the only solicitation; price lists are being requested and a written solicitation will not be issued. This is a 100 percent set-aside for small business. The North American Industry Classification System (NAICS) code for this procurement is 481211 and the small business size is 1500 employees. United States Transportation Command (USTRANSCOM), Scott AFB, IL 62225-5357 intends to establish a Blanket Purchase Agreement (BPA) for contractor-furnished fixed-wing aircraft with a capacity of moving a minimum of six passengers, cargo, or any combination thereof within the capability of the designated aircraft. The period of performance is 23 Mar 09 or date of award if subsequent thereto, through 31 July 2013 unless terminated or canceled sooner. This requirement is restricted to DoD approved air carriers only, due to the performance start date. The air carrier shall transport passengers between San Diego, CA airfields (Lindberg Field, Montgomery Field, or NAS North Island) to San Clemente Island. One to two flights per month are estimated throughout the Blanket Purchase Agreement (BPA) period. The solicitation will only be available from the following website: www.fbo.gov and is attached. The solicitation response date is 11 March 2009. Offer will not be considered unless the offeror is an air taxi operator within the meaning of the Federal Aviation Act of 1958 (19 USC 1301) as amended. To be awarded a contract under this solicitation, prospective offerors must satisfy all DoD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR, Part 861.3, and the DoD Additional Standards for Contract passenger Operations under FAR Part 135. These requirements exceed the FAA Part 135 standards in several areas.
