- This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NOI9035 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-30. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from Fluididgm Corporation the following: 1) BMK-PKG-MX Demonstration BioMark System HX Package; 2) BMK-SFT-MNT BioMark System Software Maintenance Plan; 3) BMK-SVC-INT BioMark System Installation; 4) BMK-TRN-STD BioMark System Standard Training (1.5 days); 5) BMK-M-96.96GE BioMark 96.96 Dynamic-Array-Real-Time PCR (400), 500 each; 6) 85000802 GE 96.96 Dynamic Array Sample & loading Reagent Kit, 10 chips, 40 each. The Vaccine Research Center requires microfluidic nanotechnology qPCR exclusively provided by Fluidigm to integrate data generated from state-of the art immune assays, transcriptional profiling and host genetic analysis, in order to understand and optimize vaccine immunogenicity and protective immunity. Fluidigm has collaborated with the VRC in pilot stage studies to validate this innovative technology, and has unique experience in supporting ongoing VRC activities that require continuity, and has demonstrated the potential capabilities of its system in studies with the NIH, in work prepared for publication. No other existing vendor has the necessary validated microfluidic technology to allow the VRC to conduct collaborative experiments with the objective of identifying potential immune correlates of vaccine protection and to: compare different vaccine platforms eliciting T cell immune responses; predict protective immune response quality in human, monkey and mouse models; improve the immunogenicity of vaccines providing protection against a variety of diseases; define host genes associated with vaccine-related adverse events. The FOB point shall be Destination. This will be a firm-fixed price contract.
