THE FOLLOWING ARE QUESTIONS AND ANSWERS TO THE OMNIBUSIIISB PRESOLICITATION NOTICE THAT WAS ISSUED ON FEBRUARY 20, 2009. Question 1. Will categories for Intelligence and Operations (LB) and Information Technology/Information Assurance (LB) be issued under a separate contract? Answer 1. Yes Question 2. Will these categories be subcontracted to large businesses only? If so, when? Answer 2. No Question 3. Who are the incumbent contractor(s) and are they eligible to bid based on the size standards stated in the synopsis? Answer 3. Intelligence Enterprise Joint Venture (IEJV), Lockheed Martin/SYTEX Inc, Science Applications International Corporation (SAIC) and L3. Question 4. I am wondering now if the two areas that were expected to be full and open still are. If so, will there be one solicitation for SB and one for Full & Open or will they be procured together. Answer 4. We will issue two full and open solicitations and one small business set-aside solicitation. Question 5. I saw that OMNIBUSIIIFO is being procured as full and open competition and OMNIBUSIIISB is set aside for small business. Also, the NAICS codes are different. Are these two notices the re-compete of the OMNIBUS Rapid Labor Support Service and if so is this re-compete going to be split up into full and open as well as small business set aside? Answer 5. Yes. Re-compete of Omnibus Rapid Labor Support Service. See answer 4. Question 6. Are these the only two pieces to the procurement? If there are others, what are they? Answer 6. See answer 4. Question 7. Will there be a full and open competition for any of the work, regardless of NAICS size standards? Answer 7. See answer 4. Question 8. Will this be a multiple award, task order type contract, or will it be a single award? Answer 8. Multiple award--Indefinite Delivery Indefinite Quantity (IDIQ) Question 9. Has a pre solicitation CONOPS, Statement of Objectives or Statement of Work been issued for this opportunity? If so, where can I find them? Answer 9. No. Question 10. Are you available for discussions regarding this solicitation, and if so, when can I come see you? Answer 10. Not at this time. After the solicitation is issued. Question 11. How many solicitations are expected to be issued for the OMNIBUS III requirement? Answer 11. See answer 4. Question 12. Is it the Governments intention to keep the Administrative, Force Management, and Procurement and Resource Analysis Support functional areas separate as unique solicitations per the original strategy or will these 3 functional area be combined into one solicitation that will be a SB set-aside? Answer 12. See answer 4. Question 13. I would like to know if our company can be considered for this opportunity. Answer 13. Answer 2. Telephone inquiries will not be taken.
