- The Veterans Administration, Lebanon VA Medical Center, intends to award an Architect/Engineer contract for design services at the Lebanon VA Medical Center, Lebanon, PA for Project # 595-09-118; Canteen Retail Renovation. Competition is sought on an unrestricted basis. No set asides apply to this announcement. In collaboration with VA staff, the contracted A/E firm shall provide a complete set of working architectural, electrical, infection control, phasing, and mechanical drawings with specifications (in both paper form and electronic form) for the project. The A/E firm will survey subject areas and develop a bid package for design and construction of the subject project within the constraints of the proposed budget. The focus of this project is the renovation of existing and addition of new space to facilitate the relocation of the Canteen. Included in the designs, the A/E firm shall develop the necessary working drawings; contract specifications; phasing plans; final cost estimates for full and complete construction of this project. The A/E shall also ensure that the completed designs are in full compliance with all applicable codes and VA design guidelines. This notice is issued subject to availability of funds and is not a request for proposal. The NAICS is 541310, Size Standard $4.5 million. SF 330s must be submitted for this project. Please state in SF 330 the size standard of your firm. Estimated cost range for design and construction is between $2,000,000 and $5,000,000. Architectural/Engineering Firms who possess experience in this type of design and renovation shall submit SF 330s (two copies are required) to Mr. Hilbert E. Caesar, Contracting Officer, Lebanon VA Medical Center (125), 1700 S. Lincoln Ave, Lebanon, PA 17042 not later than 2:00 PM EST, April 3, 2009. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: Specialized experience and technical competence of firm (including a joint venture or association) with the type of services required; Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team; Professional capacity of the firm in the designated geographical area of the project to perform work (including any specialized services) within the time limitations; Past record of performance on contracts with the Department of Veterans Affairs and geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the Lebanon VAMC area. Potential contractors must be registered in CCR (www.ccr.gov) at the time of submission of their qualifications in order to be considered for award.
